With such status, Cambodia lacks major to boost development, especially in human resource. This is the result from having inequality in tertiary education which is the most prevalent issue in Cambodia society. Notably, there is no equal opportunity for students to enter tertiary education. The purpose of this study is to find out why Cambodian students are having difficulty in attending higher education. Besides, this study will also find out the resolution through the public sector, private sector, and household sector to Cambodian citizen to have equally access to higher education. In this , there are four mains underlying reasons that contributing to the inequality. Initially, family incomes is one of the determinants, as wealthy students tend to have more access to higher education, let alone the poor one. Secondly, family background is also the contributor, as parents who have better or higher education background seem to encourage their children to study as high as possible, while no-education family may not to do. Thirdly, place of residence is one of the causes to inequality since most of the universities are located in the city. but few in the provinces. Last but not least, other cause of this inequality is gender discrimination which keeps female students not to be able to get higher education due to old concept.
