In a public library, children can get information they need to grow and be motivated to read, regardless of the economic circumstances of their families. In Korea, as the establishment of public library children's room has generalized, studies on the professionalism of children's librarians have been steadily conducted. However, there are not many studies that mention the strengthening of the professionalism of children's librarians by demonstrating the relevance between the professionalism and service of children's librarians. Thus, the purpose of this study is to investigate the relationship between the professionalism of children's librarians and the operation of children's programs. The research method of this study included both literature review and survey. The literature review examined the professionalism of children's librarians in public libraries and the librarians' professionalism. For more information on the professionalism of children's librarians, the study referred to the standards and precedents of each country’s national association, in particular, the contents of the Competencies for Librarians Serving Children in Public Libraries (2015) from the Association for Library Service to Children (ALSC). The questionnaires used in the survey consisted of professionalism of children’s librarian, program operation, and the background of respondents. The professionalism of children's librarians consisted of the items on the understanding of children's librarian on professionalism, providing information service, understanding of children's materials, community linkage and publicity, library management and professional development. The requirements for librarianship as a profession were included in the development of professionalism. For the children's program, The children's program operation section was classified into two aspects of planning and progress. The program planning-related matters included the mission and purpose of the library, analysis of the needs of the community and user needs, relevance with the collection, activation of the library through the program, the program assessment and reflection. On the other hand, the operation-related matters included the kind of children's program and the operation of the program by the librarian. In this sense, based on the previous studies, the children's program types were classified into book reading programs, after-reading activity programs, reading classrooms, reading clubs, user education programs, information literacy programs, learning and career program, culture and art program respectively. The questionnaires consisting of children's librarians' professionalism, program operation, and general background of respondents were revised three times in total. The surveyed library consisted of a public library with children's room or a library with more than 5 full-time librarians among children's libraries. In the national library statistics, 293 libraries including 6 children’s libraries corresponded to these standards. Of these, 262 children's service representatives were e-mailed with the questionnaires except for 31 cases which refused to send out questionnaires, and the responses were received by e-mail and fax. A total of 152 questionnaires were collected and the recovery rate was about 58%. A total of 150 questionnaires were included in the analysis. This study used frequency analysis, descriptive statistics, multiple response analysis, and correlation analysis and T-test to investigate the relationship between child librarian professionalism and program operation. According to the results of the survey, the respondent librarians were generally 20-30 years old, and most of them were new librarians with less than 5 years working experience in library and less than 3 years working experience in child service. Also, regarding the professionalism of children's librarians, the average of the capacity of community linkage and public relations and library management was low. Particularly in the case of community linkage and public relations, the score of competency related to considering the needs of the community was low regardless of the area. The average of information service provision and professionalism development area was relatively high; however, it was found that there was a large difference between the detailed competencies in the area. In the field of professional development, the competency corresponding to occupational ethics and attitude was relatively high among the professional constituent requirements, while the self-evaluation and continuing education, knowledge of the latest information, participation of professional groups and activities were low. Particularly, the participation and activity capacity of professional groups showed the lowest level among the competencies that constituted the professionalism of children's librarians. Correlation analysis and T-test showed that the librarian's professionalism and program operation were related. Correlation analysis and T-test showed a significant correlation between the children's program planning and all competencies of librarian's professionalism. Meanwhile, although program operation had significant relationship with professionalism of the children's librarians, its significance varied according to program types. The programs with significant relationship commonly had significant relationship with the professionalism development of children’s librarians. The reading-related programs were commonly associated with the capacity to establish child service plans. The self-evaluation and continuing education were found to be significantly related to the operation of various programs. The fact that all competencies belonging to professionalism of children's librarians were related to the planning of children's programs implied a need for strengthening basic competence as a librarian rather than a technical aspect for the operation of each type of child program. Considering the needs of field librarians on practical training that can be applied immediately to the program operation, it is necessary to educate contents close to the essence of work such as ideal of child service. On the other hand, competencies lower than average among the librarians' competencies but related to program operation can be seen as the ability to be strengthened first to improve the program quality. These competencies include understanding of children, competence in the area of ​​library management and professionalism development. There are competencies related to professional requirements. Understanding the field of library operation and management requires the precedent understanding on child service. Therefore, if new librarians are assigned, it will be necessary to systematically support their continuing education. In the meantime, it is regarded that the children's programs operated by the library have differentiated characteristics from the children's programs of other cultural institutions. Child service is based on the work ethic of children's librarians who respect children regarded as socially underprivileged as a personhood and who understand diversity and eliminate prejudice and discrimination. This is in line with the public nature of public libraries that provide information and support growth to all members of the community, regardless of social, economic, or cultural background. Even if the program has the same contents and structure, distinct programs in quality are operated according to the competence of children’s librarians who have mastered these professional ethics. This is the significance and difference of the operation of children’s program in public libraries by children’s librarians. The relationship between the professionalism of the children's librarians and the operation of the program revealed in this study can be the basis for the discussion of the provision of high quality children's programs through the enhancement of the professionalism of the children's librarians; it is significant to identify the meaning of child program distinguished from children’s cultural program operated by other institutions. Nevertheless, since this study mainly referred to the criteria of the ALSC of the United States in order to explore the professionalism of children's librarians, it is required to supplement the study with the domestic criteria. Moreover, the core of the professionalism of children's librarians, for instance, the passion as children’s librarian, was not fully integrated into the study. Therefore, it is expected that more advanced discussions on the relationship of services can be possible when reflecting such points.
