World economy today has entered a phase of rapid growth. Especially in South Korea and China, Northeast Asian countries, such rapid economic growth can be witnessed. Especially in South Korea and China, Northeast Asian countries, such rapid economic growth can be witnessed. Economy has rapidly developed through effort made by the governments, local governments and many other related authorities. People's lives are not any longer about basic needs for clothes, food and shelter but about seeking quality living. Especially in China when Deng Xiaoping started '30 years of innovation and opening' policy in the 1970s, Chinese economy today has drawn attentions not only from Asia but from all over the world. This case of China is unprecedented worldwide. On July 31, 2015, Thomas Bach, the chairman of IOC, announced 2022 Winter Olympics will be held in Beijing and Zhangjiakou City. In September 2016, Zhangjiakou City was included in "100 Best for Chinese People". In November 2016, CNTA designated Zhangjiakou City as the second tourism demonstration area. This is one of the evidences that show possibility of sustainable development of the city. However China already started local development in a form of 'wider scale' when the new China was established. As Chinese economy grew, this existing 'wider scale' concept was replaced by more detailed and modernized versions such as 'People's Committee' and 'Authorities'. In major cities in China, there are community design, community business design and amenity design; however many small and medium-sized cities are not yet developed. In this study, of two advanced countries, South Korea and Japan, Setagaya in Japan and Bupyeong Culture Street and Neungnae 1-li in South Korea were selected as relatively representative areas for analysis on community design, community business design and amenity design. Analysis on community focused on design, autonomy, variety, identity, cooperation and durability; design business program focused on event planning, natural environment, goods, spaces, facilities, promotions, guides and symbolic icons; amenity design focused on environmental, functional and aesthetic aspects and experiences. And overall status on community design in Zhangjiakou City was also analyzed. The result showed that management on community design in Zhangjiakou City was not sufficient. Community design in Zhangjiakou City, Hebei, China has not even taken its first step. Since planning for community design and amenity design is not sufficient, cases of advanced countries should be taken as models for city development and studies and practices for community design are greatly needed. Therefore this study suggests the followings, based on analysis and summaries on issues that Zhangjiakou City faces, when considering successful cases: First, since 'Wucheongjae' community in Zhangjiakou City does not have enough volunteering authorities and organizations, authorities and organizations founded by participation of the public and residents are needed. Second, since residents of 'Wucheongjae' in Zhangjiakou City have not enough basic facilities, two concepts, culture and history, should be identified and public facilities should be established accordingly. Third, civil organizations and government authorities should actively communicate and share views through proper platform. Fourth, since there is no authority or organization to resolve substantial problems for long-term development of 'Wucheongjae' in Zhangjiakou City, organizations or leaders to lead future development and plans should be needed. |
