As society’s structure and functions are diversified, today’s society mass-produces social problems that are different from yesterday’s society.
Social problems overlap with the characteristics inherent to communities, the conditions of the times and the regions, and diversified interests and become more abstruse and complex and it is difficult to define their clear concepts and scopes. Korean society also contains diverse controversial issues related to people’s way of life and view of value such as social structure, social class, generations, environment, and population problems at the bottom of the high-degree industrial innovation and economic development achieved within a short period of time. Korea’s such contextually special pending issues are beyond social, political, economic, and cultural boundaries and cause complex social problems that cannot be solved by means of the universal social policy, system, or science and technology.
The purpose of this research is to establish the relationship between the social issues that the particular, regional and cultural group called Korea has and the service design, and build the cornerstone of planning the service design that can effectively contribute to solving the public problems.
The results of this research proposes the service design framework that can be strategically adopted for the innovation of Korea’s social problems. The premises of this research are based on the perspectives that the methodological characteristics of service design such as design thinking, multidisciplinary participatory research methods, and research scope focusing on the interactions among interested parties can grasp the essence of the socially wicked problems and present the direction of the innovation of Korea’s social problems.
Service design is a holistic design method that enhances the experience value of the users through the user-centered research process based on design thinking. Recently in major advanced countries, the cases of applying this methodology to social pending issues related to satisfaction with life felt by the people and social wants such as safety, wellbeing, education, medical service, environment, and energy are spreading. Service design proposes practical innovation methods through actively having the users and the interested parties as the joint main agents of social innovation participate and exploring their latent demands and converting the thinking paradigm.
In this process, the in-depth-analysis of how the service design derives integrated agreement between social problems, design policies, and the users and of how it urges the participation of the interested parties and the users’ behavioral changes is required. Based on the above-mentioned matters, this research has the following scope and structure. First, the necessity and purpose of this research are clarified through grasping the pending issues and trends in the circumstances of the times related to social problems, and the detailed objectives of the research are planned. Second, the overall theories and concepts, characteristics, and research trends of service and service design though previous research literature are examined and the framework of theoretical criteria are prepared. And the essential properties and types of social problems are analyzed. Third, the meanings of innovation in the modern society and its structuring factors are examined and the relationship between the innovation of social problems and the service design is established. Based on this, the usefulness of service design in social innovation is derived. Fourth, the cases, in which the service design paradigm by country is utilized in the advancement of social integration and public service, are analyzed. Through this, the effective application context of service design according to the policy propensity and social model pursued by the country is grasped. Finally, based on the abovementioned implications, the service design framework, in which the policies can be utilized in the innovation of Korea’ social problems, is proposed.
The framework of service design of Korea’s social problem innovation type proceeds with the problem recognition process, the problem understanding process, the problem deriving process, the problem defining process, the problem solving process, and the review process of problem solving ways according to the collection and diffusion of thinking. The framework execution plans have 18 detailed steps and 23 activities according to a total of 6 stage priority goals. The 6 stage priority goals are ‘the confirmation and diagnosis of social problems,’ ‘social innovation main agency composition,’ ‘the inquiry into social innovation direction,’ ‘the development of service design application model,’ ‘policy reflection and operation plan,’ and ‘evaluation and verification.’ The objects and scope of this framework are defined as ‘the quality of life and cultural level enhancement approach,’ ‘the government, academic and industrial circles, users, interested parties,’ ‘social objects such as public system, safety, wellbeing, culture,’ and ‘the central government, local governments, non-profit civil organizations,’ each in the methods of approach, the execution main agency, the objects of application, and financial sources sectors.
Eventually, this research explains that the role of service design for social innovation is to understand a holistic trends of the applicable communities’ social, economic, and cultural policies and to explore the optimal common ground between the directing point of interested parties and reality projection through macroscopic observations of society members’ experiences and communication, social structure and system, goods, and business models. It is because the innovation of social problems begins with exploring the individuals who have the owner spirit in social pending issues and with the process to jointly design the sustainable solutions with them, rather than the matters of the expansion or reduction of the scope of the policy budget or of the exploration of new value. This research has significance in that it approached Korea’s social problems from the perspective of design exploration utilizing service design. Continuous follow-up researches on service design as a strategic means that can innovate Korean society in a better direction are expected.
