This article is studied for the teaching method which can develop one’s core competency as essential abilities for the middle school students as leading person in constant changes of the future society. The purpose of the article is that it makes the lecture more effective by developing the art criticism program using public art. In chapter 2, for the purpose we understood the competency-based curriculum by theoretical implications and analysed the core competency and studied on the relationship of public art, art criticism and core competency. So we single out the five core competency that we can develop more effective in art education, as ‘Aesthetic sensibility’, ‘Visual communication ability’, ‘Creative-convergent ability’, ‘Art culture comprehension ability’, ‘Self-directed art learning ability’. Also, we examined the application of core competency in current curriculum and art textbooks and surveyed the perception of art criticism using public art for reinforcement of core competency and real condition of art criticism teaching methods in 22 of art teacher all over the country. Consequently, the art criticism didn’t almost meet class because of a lack of professor study material. So we judged the necessity of development of professor study material about art criticism. In chapter 3, we developed teaching programs and teaching methods for art criticism that are using public art for reinforcement of core competency in middle school students. And for detailed verification, we analysed real application case. We developed 4 art criticism teaching programs which can develop core competency effectively for middle school students. First, art criticism program using memorial arches at each countries for ‘Art culture comprehension ability’ uses comparative criticism. It focuses on development of art culture comprehension ability by comparison with each countries memorial arches reflected in their own culture. Second, art criticism program using local symbolic sculpture for ‘Aesthetic sensibility’ grafts intervisual process onto E. B. Feldman art Criticism. It focuses on development of aesthetic judgement in real life by criticism of local symbolic sculpture around the students. Third, art criticism program using park facility for ‘Creative-convergent ability’ makes the students percept the problem of park facilities and visualize the improvement plan creatively. And than, it make the students can develop the convergent ability by following E. B. Feldman art Criticism. Forth, art criticism program using public mural for ‘Visual communication ability’ uses inquiry education in art criticism grafting the intervisual process. It inquires art works in multiple aspects including the artist, the work, the public. It makes visual communication ability could be developed. Fifth, This article makes that ‘Self-directed art learning ability’ could be developed by participating spontaneously in this 4 art criticism program. After the lectures, we conduct a survey. As a result, the 4 at criticism program has a positive responses from middle school students and has effects on developing core competency. In chapter 4, we studied the educational effect from application of art criticism program using the public art for reinforcement of core competency and activation plan for further application. The educational effect is as in the following. First, students could understand value of the public art and develop the analysis ability of the public art. Second, students could improve the visual literacy and ability of art criticism. Third, students could develop the art educational core competency from the public art. the important thing has found that we expected the development of one core competency at each programs but, each programs could improve multiple core competency. For following studies, the activation plan is as in the following. First professional comprehension of art teachers should be reinforced about art educational core competency. Second, art criticism education should be applied at more various genres. Third, we should find and apply various art criticism methods. The core competency is very important thing that can lead the student to future society successfully.
