아시아에서 가장 빠른 경제성장을 하고 있는 필리핀은 포괄적인 성장을 위해 노력을 배가하고 있다. 새천년개발목표(MDGs)의 대부분을 달성하고 있음에도 불구하고, 정부는 2030지속가능 개발... 아시아에서 가장 빠른 경제성장을 하고 있는 필리핀은 포괄적인 성장을 위해 노력을 배가하고 있다. 새천년개발목표(MDGs)의 대부분을 달성하고 있음에도 불구하고, 정부는 2030지속가능 개발목표 달성에 직면할 문제해결을 위해 사회-경제개발 정책과 확고한 투자 프로그램들을 필요로 하고 있다. 2015년이후의 개발목표 수립과 더불어 필리핀은 2015년 12월 31일 시작되는 아세안 공동체(AEC) 지역 경제 통합을 위한 경제와 역량을 강화해야 할 필요가 있다. 본 연구는 문화기반의 경제를 분석적인 관점으로 보아 새마을개발 프레임워크가 포괄적인 성장을 달성하고 아세안공동체(AEC)를 향한 경제적으로 탄력적인 지역사회를 만들기 위한 방안임을 살펴보고자 한다. 지속가능성의 네 번째 요소인 문화와 개발 이항의 이론적인 개념과 유네스코의 문화통계 체계의 이론적 개념(FCS)을 도입하여 본 연구는 필리핀의 풀뿌리 수준(Grassroots level)의 문화기반 산물에 대한 경제적 잠재력과 가능성을 알아보고자 한다. 한국의 새마을운동을 지역사회개발의 체계와 모델로 벤치마킹 하여, 본 연구는 필리핀의 풀뿌리 사회에서 나오는 상품과 서비스를 최대한으로 활용하는 혁신적인 발전 전략을 제시하고 고유한 문화적 자산이 지역사회의 경제의 번영에 기여함을 확인하고자 한다. 본 연구는 또한 인간개발, 장소기반의 개발과 내생적 개발과 같은 개발 관련 이론들과 연결 지어 문화의 중요성을 알아본다. 문화통계프레임워크(FCS), 기존 2차데이터와 관련자료들은 필리핀의 광역권(Super Regions)의 문화 영역, 사이클 그리고 지방, 지역, 국가 경제에의 기여도에 대한 문화기반 산물의 실질적인 증거임을 양적, 질적 분석을 통해 확인하고자 한다. 지역사회동원을 문화기반 주도 경제의 핵심 요소로보고, 본 연구는 필리핀에 투자기회의 창을 제공함으로써 아세안공동체(AEC)와 더 큰 세계경제를 위한 필리핀의 경제활력과 경쟁력을 증대시키는 새로운 상향식, 하향식개발을 통합한 개발모델을 제시한다.

Despite the fact that the Philippines met majority of the set targets for the Millennium Development Goals (MDGs), the government needs to brace itself with a stout socio-economic development policies and steadfast investment programs in order to face the many challenges brought about by the Sustainable Development Goals 2030 (SDG2030). Along with the country’s formulation of its Post-2015 Development Agenda, the Philippines needs also to strengthen its economic and competency measures that are set for the ASEAN Economic Community (AEC) regional economic integration which begins on 31 December 2015. This study posit an analytical perspective on the culture-based economy as one of the approaches of Saemaul Development for the Philippines in adopting the Saemaul Undong Framework to achieve inclusive growth and to develop a competent and economic resilient communities towards AEC. Adopting the theoretical concepts of the ‘culture and development binomial, the Fourth Pillar of Sustainability, and the United Nation’s Educational, Scientific and Cultural Organization or USCO’s Framework for Cultural Statistics (FCS)’, the study attempts to identify the availability and economic potentials of the culture-based products from the grassroots level in the Philippines. Employing South Korea’s Saemaul Undong framework and models as a benchmark for community development, this study presents an innovative development strategy through the maximum utilization of the innate goods and services from the diverse grassroots communities in the Philippines and put forth these cultural indigenous assets to be an essential contributor to the thriving economy of the communities. The study also brings to the fore the importance of culture in relation to the principles of other development-related theories such as human development, place-based development and endogenous development. With FCS, existing secondary data sets and relevant materials are subjected to a quantitative and qualitative analyses in order to draw an empirical evidence on identifying the culture-based products, per its cultural domain and cultural cycle, from the Super Regions of the Philippines and to determine its contribution to the local, regional and national economy. Through the mobilization of the communities as a core player of a culture-based driven economy, this study presents a new model of integrated top-down and bottom-up development strategy and provides another window for investment opportunities in the Philippines thereby augmenting the country’s level of economic dynamism and competitiveness towards AEC and the greater global economy. ，韩语论文，韩语论文题目 |
