The purpose of this study is to suggest a measure of maximizing learning effect by designing a measure of instructional material development used in the Korean language learning environments. In particular, this study suggests a measure to advance the efficiency of learning environments by using instructional materials for explaining vocabulary and grammar as content components of language. In the language instruction, understanding of vocabulary and grammar is the foundation of language competence and four language functions of speaking, listening, reading, and writing. Thus the understanding and knowledge of vocabulary and grammar should be preceded so that learners can internalize their learning contents. Learning of vocabulary and grammar in the classroom usually begins with instructors' explanation. Their systematic and efficient input can help learners improve their language competence. By looking into existing studies of Kolb, Mclaughlin, and VanPatten that emphasize input and learning process, this study confirmed the importance of input in the explanation step and the necessity of instructional materials for much more obvious input. Based on this, one learning process model of ‘ATTENTION–INTERPRETATIONAL OBSERVATION –INFERENCE–APPLICATION’ will be presented. These four step learning procedures contribute to the advancement of learning effects by helping learners understand learning contents. This studypresentedthe principle of instruction material development with learning procedure models. Firstly, instructional materials should be related with the textbook. Secondly, the learning process of learners should be considered. Thirdly, cognitive participation of learners should be induced. Finally, a variety of media and sense models should be used. This principle of instruction material development is supposed to dominate the development of instructional materials for vocabulary and grammar explanation. The parts of vocabulary and grammar explanation in the textbooks extensively used in Korean language education were selected and analyzed. In the textbooks vocabularies were presented as lists alone or lists with pictorial materials. Here it was shown that instructional materials able to increase learners’ participation and make learners’ comprehension much easier be needed. Situations of grammar parts are not so different; difficult terms used in the dictionaries were cited as they were or in learner’s native language or English. This study found it very difficult to understand target language’s grammar with the textbooks, and that is why instructional materials efficiently designed are needed. Lastly, on the base of the principle and procedure of instruction material development with reflection of learning process, this study presented the practice of instruction material development with the passive voice expressions. It is hoped that a measure of instruction material development presented in this study will help Korean language teachers as a foreign language. This study that focused on presenting a measure of instruction material development for Korean language vocabulary and grammar explanation, demonstrating practices with particular examples, has a limit that it didn't prove the efficiency of teaching approaches applying real developmental measures.
