This is also reflected in the foreign policy of many countries. In the past, diplomacy mainly relied on economic power, military force, science, technology, and other types of hard power. Until today, the development of hard power has already reached a certain degree, so soft power has started receiving national attention now. Each country takes advantage of their own culture to expand diplomatic activities, devoting a great amount of power to raising and maintaining their national image. South Korea and China, as two countries with similar cultural and historical context, are using their cultural resources to carry out cultural diplomacy. The most typical example from both countries would be Korea’s King Sejong Institute and China’s Confucius Institute. This study is to compare Korea and China’s cultural diplomacy policies through the practice of King Sejong Institute and Confucius Institute. King Sejong Institute and Confucius Institute are language and culture institutions established and operated in foreign countries, and are a part of China and South Korea’s cultural diplomacy. Based on the comparison of the establishment and background processes, operations, and programs of each organization, this study further grasps the identifying features of Korea and China’s cultural diplomacy and gives each other inspiration on the development of cultural diplomacy. Based on the comparison above, conclusions can be drawn as follows. Firstly, like many other countries, Korea and China are increasing their global influence through cultural expansion. It can be said that this strategy is common among advanced countries. But according to the different political systems of each country, there are some differences in the way that the systems perform and their related activities. Among their policies within cultural diplomacy, overseas language promotion is paramount. Cultural diplomacy is an effective type of diplomacy, but it is also inseparable from financial support from the national government.
