In modern society, capital and labor market migrates much quickly than the ever through information revolution. Knowledge about foreign cultures, information diffusion using highly advanced information skills like mass media, internet etc, and experience from world travel or studying abroad have rapidly changed our society into a multicultural one. Since globalization in 1992, opening capital markets and labor market, increase number of foreign workers, increase of foreign spouses by international marriage, and increase number of North Korean refugeeas with the increase in the number of North Korean defectors brings inflow of different cultures and foreigners and new religions into our society.

Now in all aspects of individual, society, and nation coexistence and mixture of various cultures is a fact of life.(unavoidable). Korea is becoming a multicultural and multi-race country with the deepening of internationalization process.

The aim of this study was to explore what role bilingual education can play for the purpose of ensuring that the members of various racial, ethnic, class, and cultural groups in Korean society may enjoy equal educational opportunities, and be free from language and cultural bias, and that a language policy may be implemented in an open, multicultural society in which all are able to communicate and interact.


The another purpose of this study is to investigate the role of small library as stepping stones for diverse social changes, and to try to make a network of a bilingual education support system centered on small library located in 10-minutes distance, based on the concept of geographical Accessibility and flexiblity of managing.

The literature reviews, search of s and articles, and visits of recommanded small libraries or their homepages were conducted to identify the perspectives of bilingual education centered on small library linked with other social institutes related with multicultural policies. To establish the theoretical foundation for the present study, a literature review aims to provide a definition of multicultural family, bilingual education policies and investigate multicultural services of public library and various programs and management ways of small libraries, and review some related studies on small library servies.

Based on the questions of this study, the conclusion is that the bilingual education policy should be oriented toward multiculturalism, overcome resistive and closed nationalism, and should be expanded and developed to one of education for all, while being oriented toward multicultural families. Therefore, as bilingual education policy, a step-by-step gradual approach that is oriented toward the user is desirable, rather than implementing full measures from the beginning. To reflect bilingual education policy in government policy, more research should be conducted in the future.

In all personal, social, and national aspects, the mixture and coexistence of diverse cultures is an inevitable reality. If the profile of linguistic minorities is changed from 'disadvantaged,' present-deficient,’ or ‘target of support' to ‘existence with potential to promote the multicultural competence of Korean society,’ their dual / multi-language and cultural backgrounds can be future growth engines of society to intermediate exchanges between countries, and an instrument to grow tolerance and inclusiveness, and language skills for general public. It is expected that the study of Korean language and culture in the multicultural society will bring about the development of the Republic of Korea at the macro-social level, and improvements in quality of life for individuals at the micro-social level.

And "small libraries, as cultural spaces easily accessible in everyday life, offer diverse cultural programs as well as reading programs, so they contribute to the natural formation of local communities. Small libraries have to be considered as parts of social movement rather than as plain reading facilities. That is, Small libraries are themselves just parts of Small Library Movement. It’s not a Small Library withoutout pouring dynamic energies as Small libraries “. And without passionate participants, no movement can survive. It is very similar to 'Village Making' Movement. The leaders of Little Library Movement have made up libraries that can spread good books, make some alternative cultural experiments, offer continuous education for marginalized people, and give rebirth to local communities.

In that small spaces- sit down to read books with their kids by their side and exchange informations each other come to stand near at hand, learn about various cultures and lifestyles from books, receive good cultural educations, and come to understand the real meaning of 'community', form each groups for kids and moms, making full use of the experiences they've gathered in libraries. Because they respect multiculturalism.

There are three key points in Village Making Movement: making up pleasant life environment, forming communities, and recreating people. Thus communities enlarge, from people inside libraries to local communities, from local communities to the wide world. That is to say, one can experience communities large and small through little libraries.

Finally, I tried to make a system has a network with public libraries, schools, school libraries, education bureau, other local government, central government, other social social institutes, and foreign countries to support multicultural families adjust in their community as a member of it.
