The purpose of this study is to suggest a plan for developing a children's program for multicultural services in public libraries. The consists of literature research, case study and present status research by questionnaire survey. The literature review included the concept and necessity of multicultural library services, the types and characters of a children's program, the features of a children's program for multicultural services in public libraries. The questionnaire survey was conducted for librarians in charge of children's collection development in public libraries and was developed for the present status of a children's program for multicultural services in public libraries. The results are as follows: First, most of the librarians recognized the necessity of multicultural services for children and the services should be targeted for every child both in multicultural families and in regular families. Second, multilingual materials and multicultural materials were being provided to children in more than 80 percent of respondents. The types of materials are provided by books, non-books and serial publications order. The majority of libraries provided only one language and it was English. The library which provided seven languages were the maximum, and it was English, Chinese, Thai, Indonesian, Vietnamese, Japanese and Pilipino. Most librarians were interesting in developing children's collection for multicultural services. Third, most public libraries need to make clear goals, objectives, visions and policies for multicultural services and conduct a community analysis. As a selection of tools, book reviews and lists of selected books published by other libraries, publishers, organization, etc. were preferred by librarians. As an acquisition method for foreign materials, local vendors, direct transaction with online book stores, bookstores and publishing companies abroad, donation or exchange of materials were preferred by librarians. There were little differences between an acquisition method for English and the rest of other languages. Librarians in charge of children's collection development recognized that children's materials for multicultural services would help children to understand multicultural in our community and it was needed. Fourth, librarians had difficulties in children's collection development for multicultural services especially due to lack of staff training(4.0), some trouble in acquisition(4.0), difficulties to recognize demands of the community and patrons(4.0). Some librarians express their opinion about staff training for multicultural services, sharing information online, introducing excellent cases abroad, developing suitable contents, information services for multicultural awareness, developing a multicultural program connected with educational institutions, etc. As a case study, 4 multicultural library services guidelines of IFLA, ALA, NLC, the Library Board of Victoria which are currently used in abroad are selected and analyzed, and study children's programs in USA, Canada, Australia. The results lead to draw points to be considered in developing a children's program for multicultural services in public libraries. Based on these findings, this study suggests plans for developing a children's program for multicultural services in public libraries. The plans are divided into two parts, plans for collection development and the plans for program diversity. Above all, the plans for collection development are as follows; First, as children's materials for multicultural services, the types of materials should be provided by books, non-books and serial publications order. It should be select materials such as good age-appropriate materials, currently circulating exact materials from home and abroad, materials that reflect diverse values and opinions, materials that reflect local cultures, materials that introduce the community, materials that need for learning languages including Korean, materials that delivery exact information about cultural diversity, and so on. Second, public libraries should cooperate with external human resources for reducing difficulties in acquiring materials and build a network for their province or region to maximize purchasing power. Then, the plans for program diversity are as follows; First, developing a online reference source of various cultures for elementary school students is necessary. It could include brief information and related materials about several nations in the world, short stories about diverse cultures in the world, images related to daily life in abroad and etc. Second, characteristic of children and target of the program should be considered in developing program services. The target of a program could be divided into infants and toddlers, elementary school students, parents and family. Third, public libraries are needed to carry out a regular community analysis to develop an appropriate children's program for multicultural services. This will allow public libraries to have drawn up the multicultural profile of the community and grasp user's needs. Fourth, to support to develop a children's program for multicultural services, a multicultural library portal should be run at a national scale such as the National Library of for Children and Young Adults. Fifth, staff training programs for multicultural services at a national level are necessary. Multicultural sensitivity training should be offered to every staff member in a library and job training should be offered to librarians. And a professional education program for children's librarians specialized in multicultural services is needed.
