This research is intended to figure out childcare needs for preschool children in multicultural family in Korea, and based on that, to suggest basic data for political direction of central and regional governments.
Prior to research on preschool children of multicultural family, significant issues can be brought up like the following;
1. What are the childcareare needs of experts?
2. What childcare needs do the parents of preschool children in multicultural family?
3. What are the childcare needs of childcare teachers?
This research was processed in the form of in-depth interviews with three groups, focused on three issues described above, and the groups include female marriage immigrants living in Korea with preschool children (3-7 of age), teachers of educare facilities where the preschool children from multicultural family attend, and experts related to multicultural family support centers. Moreover, in terms of regional range, this research went through metropolitan area of Seoul, Gyeonggi-do province and Cheonan-Asan, adjacent to the two former ones, to study women of multicultural families, experts and the coverage area of childcare facilities.
The research results are as follows.
it is studied what supports are provided for childcare and supports for preschool children education from the perspective of experts, female marriage immigrants and childcare teachers respectively.
First of all, experts figured out that although qualitative supports from the government increased, the benefits are overlapped and qualitative service does not meet the substantial needs. They also pointed out that program development and human resources for preschool children are not sufficient.
Additionally, experts asserted that children from multicultural family will be faced with identity crisis due to their appearance and skin color and suffer from confusion of language difference. Therefore, they urged that in order for children from multicultural family to settle down in the Korean society, broad education and awareness campaign are definitely required not only to children of the same age and regionalresidents. Moreover, what they suggested were; first, language education is important, children from multicultural family should receive education that can reinforce pride on their mother’s country, and the children should learn the language of their mother’s country so that they can communicate well with their mother and get appropriate helps from mother for growth.
Second, female marriage immigrants answered that their children speak Korean at the similar or much higher level, and some women turned out to suffer from failure in communication with children. It was necessary for children of multicultural family to learn the middle language as they are exposed to bilingual environments. This research came to a conclusion that education for parents and teachersis required to tackle this matter, because it is important to minimize the possibility that the children fail to acquire language skills during the period ofbecoming bilingual. Female marriage immigrants were concerned about whether their children are discriminated due to different appearance including skin color and, accordingly, suffer from identity crisis for this issue. In addition, those women were afraid that their children might be a laughingstock after joining school. On the contrary, the female immigrants were positive over daycare center in terms of learning language. It is also found that the mothers greatly have strong needs for special class, other than daycare expense support. Education on multi-culture was required for teachers in daycare center and regional society, and in particular the women desperately want that support to secure a channel to regional society and neighbors. Moreover, a seriesof in-depth interview found that female marriage immigrants and childcare teachers have difficulties in communication.
Last, the results of in-depth interview with childcare teachers indicates that children from multicultural family show less language ability in terms of linguistic development process and have trouble in communication with other children. However, teachers do not recognize the needs of middle language for them. Cultural development and identity growth of those children seem to be procrastinated, which is attributable to late linguistic development. Moreover, this language problem seems to influence the formation of introspective personality. Skin color discrimination was not found in the childcare center that in-depth interview processed, but there was an answer that if a child with dark skin color wanted to join, that might cause a trouble. Suggestions are made that multicultural education is needed but it is too early for children in infants and toddlers. Teachers recognized the needs of re-education on this issue, as the number of multicultural family increased, and communication between childcare center teachers and mothers of multicultural family was highlighted. Related to this issue, another meaningful issue was brought up that fathers of multicultural family, in addition to mothers, should be educated. Many interviewees share the view that sustainability of supports and financial supports for multicultural family are two most important matters.
