Human society includes group members and promises that emphasize social order or personal protection as socialization develops, creating rules and systems with which people must comply. As society becomes more diverse as a result of social, scientific, and technological development, risk factors that threaten safety of humans are becoming more unpredictable, and intelligent crime factors are increasing as a result of growing complexity of society. The desire for safety regarding life and economic means provides a protective function as a means for self-dense. This led people to realize the necessity of systematic and safe security and the industry is growing rapidly according to the social, cultural, and economic circumstances. Although protection and security on a national level is more important, private security performs various tasks related to security of the modern society that cannot be provided by the government. Therefore, this study looked in to special areas in the private security industry, which contributes to social and public interest while preventing crimes and maintaining security, and examined the overall security system in society based on research on special areas of the security industry. Based on the results, the study investigated the work systems and structural rules of different fields of electronic security and how it satisfies the citizens’ desire for safety and provides psychological safety. The findings in this study suggest the security industry in South Korea is yet to be specialized in different divisions. This study discussed advantages and disadvantages of human security and electronic security, which form the central part of the private security industry, identified factors of improvement related to cooperation between human and electronic security, and examined the way to improve awareness and quality of security work. Also, based on the need for reinforcing qualification and license related to overall electronic security, the study proposed a new alternative for the relevant regulations. The result of this study suggests shared use of major facilities between different security providers as well as effective cooperation between security guards and private security is essential. As a solution to these issues, the study proposed a security guard system for mutual cooperation (SSMC) in order to integrate the manuals and systemize trainings. Furthermore, to create a manual for the security industry, it is necessary to introduce a certificate system to qualify professional securities and for government to consign regular re-trainings, in order to raise social trust in private security and ensure safe and effective electronic security required by the society.
인간사회는 혼자가 아닌 집단적 구성원을 내포하고 사회화되어감에 따라 사회질서 혹은 개인적 보호측면을 강조한 약속이 만들어 지고 이를 서로가 지켜야 되는 규범과 제도가 만들어져왔... 인간사회는 혼자가 아닌 집단적 구성원을 내포하고 사회화되어감에 따라 사회질서 혹은 개인적 보호측면을 강조한 약속이 만들어 지고 이를 서로가 지켜야 되는 규범과 제도가 만들어져왔다. 이는 사회적 발달과 더불어 인간의 활동에 의한 문명과 과학기술의 발달로 점점 다양성이 날로 확대되어가면서 인간의 안전을 위협하는 위협요소가 점점 예측하기 힘든 방향으로 진행되고 있으며 사회가 복잡해질수록 지능적인 범죄요소가 늘어나고 있는 실정이다. 인간의 가장 기본적인 삶과 경제수단에 대한 안전욕구는 본능에 의한 단순작용을 넘어 자기 방어 수단으로서 보호기능을 가지고 있는 것이다. 이러한 기능은 체계적이고 안전한 경호경비의 필요성을 자각시키게 하였으며 사회, 문화, 경제적 여건에 알맞게 급속히 성장하고 있다. 경비분야를 크게 보면 국가적 차원에서 수행하는 보호경비가 우선시 되겠지만 민간경비는 국가가 할 수 없는 다양한 현대사회의 섬세한 경비업무를 수행해야 하는 실정이다. 이에 본 연구는 민간경비로 범죄를 예방하고 안전을 유지하는데 이미 상당부분 일익을 담당하고 있는 실정을 인식하면서 사회 공익적으로도 크게 기여하고 있는 민간경비분야의 특수한 업무를 살펴보고 경비분야의 특수영역을 선행 조사하여 경비분야가 사회 전반적으로 어떠한 시스템으로 이루어져 있는가를 조사 연구하였다. 이를 바탕으로 인력경비 중심에서 기계경비 시스템의 분야별 업무시스템과 구조적 업무규정을 살펴보고 시민들의 안전욕구를 어떻게 충족시키고 심리적 안전감을 해소하는 대안을 추구하는지 알아보고자 하였다. 이러한 대안을 심층적으로 연구한 결과 아직까지 한국의 경비업무는 전문화 세분화가 부족한 실정임을 인식하고 세분화되고 전문화의 필요성이 면밀히 요구되고 있는 실정이다. 본 연구는 민간경비에 대한 실태파악 등 민간경비의 중심이 되는 인력경비 및 기계경비에 대한 장단점을 기술하고 인력, 기계경비 통합시스템에 대한 상호협력적 역할에 대한 개선요소를 추출하며 경비업무에 대한 인식전환과 품질을 높이는 방안도 함께 분석하였다. 또한 전반적인 기계경비업에 대한 자격과 허가에 대한 기준을 강화 할 필요성을 느끼고 규제에 대한 새로운 대안을 한국 경비업을 통해 함께 연구하고자 하였다. 규제에 새로운 제안으로서 경비 인력간의 중요시설 상호 이용이 매우 필요함을 느끼고 중요시설에 대한 청원경찰과 민간경비간의 효과적인 상호협력이 매우 중요함을 알 수 있었다. 이러한 요건을 충족시키기 위해서는 운영상의 매뉴얼 통합화와 개량화된 교육훈련을 상호연동 할 수 있는 상호협력경비시스템 SSMC (Security Guard System for Mutual Cooperation) 매뉴얼을 제안하고자 한다. 나아가 경비업의 매뉴얼화를 위해서는 전문경비 자격증 제도도입 및 제도화된 정기적인 재교육을 정부주도로 위탁시킴으로서 민간경비에 대한 사회적 신뢰도를 높이고 사회가 요구하는 안전하고 효율적인 기계경비업의 성과를 사회로 환원시키는 계기가 될 것으로 기대된다. ，韩语毕业论文，韩语毕业论文 |
