The purpose of this study is to explore the value of K-Culture found in the present government’s cultural policy and find out ways to make it sustainable. To attain the goal, first, this author has examined the policy to flourish culture being enforced by the present government and learned the government is taking national development based on culture as an indicator. Based on that, this researcher has analyzed the meaning of the culture power, that is, the soft power and its ripple effect. The Korean Wave gained great success in the markets of East Asia, for example, China, Japan, Thailand, or Vietnam and laid the ground for the culture of the Korean Wave. In fact, K-Culture has extended its range from the mainstream contents of popular culture represented by dramas or K-Pop to those including traditional culture as well such as Korean food, Hangeul, Arirang, and taekwondo. It means that they intend to share with the world all things representing Korea or Korean styles through strategies to make Korea a brand. Despite the continuous spread of Korea’s popular culture through cultural contents as well as technological power, in Japan, its media have been severely and explicitly negating and distorting the Korean Wave. In China, along with the current diplomatic or military conditions, they has imposed the Korean Wave ban to control all the elements representing Korea including Korean companies, brands, or models appearing in advertisements. This has deteriorated exchange between Korea and China for contents investment, and of course, domestic entertainment business related to the Korean Wave will suffer much, too. Nevertheless, the Korean Wave is still being spread to the whole world with K-Pop and the contents of popular culture. There was an SM concert held before the Musée du Louvre in Paris, France and also was a K-Pop flash mob in the Trafalgar Square, England. Also, a Korean singer, PSY, raised a syndrome with ‘Gangnam Style’. With issues like these, we can assume it is not just the receivers’ curiosity about new culture but their love and interest towards Korea. Korea has passed the step for outbound globalization and now is in the phase of inbound globalization. The receivers are not just consuming K-Pop simply but experiencing Korea’s traditional culture and consuming its products aggressively in various forms. In fact, with experiential contents such as space to experience Korean food or hanbok, space to learn Hangeul, or space to experience its popular culture, for instance, K-Pop directly, they are providing foreigners with opportunities to learn K-Culture and experience the diversification of the Korean Wave. The economic effects of the Korean Wave are enormous as well. Contents or goods are sold and exported, and also, indirect effects are gained from tourism and manufacturing and service industry through high value-added products. This has increased expectations about the roles of cultural contents and tourism industry, the new growth engines. The contents of the Korean Wave just centered around K-Pop are all very similar and are not diversified. Although the present government provided nationwide political support and increased the contents of K-culture quantitatively, corruption in the circles of culture or originators’ high dependency on public support has revealed limitations in the industrial foundations of government-led K-Culture. This implies that it is needed to establish a sound ecosystem for culture and grounds for originators and also form social climates associated with culture by developing various contents so that K-Culture can continue afterwards. Cultural contents industry are exerting its influence over advanced countries like the US, Japan, or England. With the globalization of those contents, the power and influence of culture are being exhibited. In order to develop the culture of the Korean Wave and strengthen the influence of K-Culture continuously, it is necessary to combine traditional culture with the areas of popular culture, and within that, the value of Korea and its original meanings should be contained. The Korean Wave is originally our own culture and is the properties made by the expression of Korean people and their sentiment. To go beyond Asia or pursue globalization, the true value should never be diluted foolishly. The spread of the Korean Wave is being done to the whole world with no regional restrictions. Through two-way exchange of contents between countries, the cultural discount rate should be lowered gradually through diplomatic and political consideration and decision making. Aside from this, it is also needed to reflect on cultural policy internally and revise the system, too.
