This study concerns a community welfare practice model based on analysis of the developmental process related to the‘WHO AFC development as a life-cycle-customized city’guide of the city of Jeongeup-si. In Jeongeup-si, 22% of the population are the elderly aged 65 and older, and, as a result, the city government is focusing on developing policies for the elderly population. As part of the effort, the city declared to WHO as an age-friendly city (AFC) in 2015, and embarked on developing the ‘WHO AFC development as a life-cycle-customized city’ from September of the same year for the following six months. This research project, in which I participated as a co-researcher, was organized by the industry-academia collaboration office of Sungkyul University. Following policy development, I recognized the urgent need for follow-up research on local social welfare for the eldelry from the practical viewpoint. In this study, I proposed a community welfare model by analyzing core projects in eight areas that were proposed in the process of developing the ‘WHO AFC development as a life-cycle-customized city.’ To do so, joint research was conducted based on narrative counseling with 16 local experts (head of senior welfare organization, civil servants, and citizen experts). The research methods used in this study were: ethnography technique focused on field experience proposed by Denzin (1989) and phenomenological research based on the ethnographic research method. The purpose of this study was to propose a social welfare model regarding the following two questions: first, what methods were discovered in the AFC declaration process for improving the quality of life among local residents? Second, what are the main needs and issues perceived by local residents regarding social welfare, and what are the approach to and measures for them? The result of this study suggests that the focus in the research on development of the WHO AFC guideline based on Jeongeup-si was to diagnose overall issues commonly found in the lives of the elderly on the local community level and ensure balanced improvement of the lives of both the elderly and overall local residents. Next, the survey on community needs regarding the elderly welfare research showed an urgent need of a elderly welfare model focused on local community regarding economic poverty, chronic diseases, lack of leisure activities, and inadequate status of systematic care. These issues suggest a convergent viewpoint regarding family welfare and comprehensive and balanced professional service program be developed, and the local and central governments improve the relevant institutions. In order to build a local welfare model based on these findings, it is necessary to address the following three challenges and develop a model focused on the local community. First, local welfare must be integrated by applying unified social welfare practice skills, case management techniques, and theories and practice of local welfare practice techniques in the field to individual users, groups (families), and the local community. And, the local government should integrate the finance, administration, and personnel in developing plans for and practicing local welfare. Also, the local welfare experts recognized the need to integrate similar programs with professional management. Second, local welfare must be specialized step by step. Jeongeup-si is a complex city that combines urban and rural areas, offering tourism, culture, and art. The local residents have a strong sense of community and practice social reform in their actions, which are extended from the Donghak Peasant Revolution Movement. Social welfare workers make effort to change the status quo (healthcare, welfare, job, education, etc.) of the local community through, for instance, restoring rights of the increasing multicultural population as well as those of children and women and ensuring fair price for produce of the local farmers. As prerequisites for specializing local social welfare, awareness of social reform, voluntary participation of democratic citizens, and autonomous integration of leadership must be ensured in the step-by-step process of specialization. Third, local welfare programs must become sophisticated. Recently, specialization of social welfare programs has been required to provide professional services through user-centered programs through planning, practice, and evaluation of programs by social welfare areas, institutions, and regions The AFC declaration of Jeongeup-si is an important project that takes into account demographic characteristics of the aged population of the city. For this project to be successfully established, it is necessary to develop, link, and specialize programs targeting children, women, and youths. The core of these programs lies in providing services that are customized according to different points in life cycle as a convergent welfare model that improves quality of life among all residents and adds meaning to values. There were three implications – theoretical viewpoint, practical viewpoint, and policy-related viewpoint – were found in this study: First, from the theoretical viewpoint, this study contributed to examining the eight areas proposed in the development of the WHO AFC guide of Jeongeup-si and policy from the perspective of local social welfare. Second, it demonstrated the need to develop a local welfare model. This study provided close examination of characteristics and needs of local community found in the AFC declaration process of Jeongeup-si and proposed a local welfare model accordingly. The result can be used for developing a social welfare model in local communities that are similar in characteristics and needs to Jeongeup-si. Next, from the practical viewpoint, this study identified and analyzed characteristics and welfare of the local community suggested in the AFC development process of Jeongeup-si, and proposed a local welfare model based on three axes: integration, specialization, and sophistication. By doing so, it provided a useful guideline for welfare experts who strive to improve the quality of life among local residents with insufficient resources in the aged society. Lastly, from the policy-related viewpoint, first, this study proposed a basis for AFC development policy to local governments that are in similar situations. Second, the study discussed the need for the central and local governments to develop policies regarding integration, specialization, and sophistication of local social welfare. Third, by proposing a local welfare model according to the local characteristics, the study diagnosed characteristics of the local community and promoted development of localized welfare policy by local governments. For the community welfare model focused on local community and AFC project to be stably established, it is important to form an organic network among lifelong education, local social welfare, tourism, culture and art, and healthcare, through which these fields can exchange information and be converged. To do so, the private and public sectors must constantly exchange information and conduct projects in the order of practicality. In this process, it is necessary to establish a welfare model that is most suitable for Jeongeup-si, based on experts’ assessment. Lastly, as aging is an important issue that is relevant to almost all cities, the central government need to cooperate with local governments to develop relevant policy.
