This study was to present plan schemes activating the local community as setting up a public rental housing community facilities as an important medium. Since 2000, housings are being considered as equally important influence on social and cultural factors as the main type of our lives. Rental housings has a prevalent recognition of "home groups of social exclusion target". This is just a major factor in social conflict led to slumism, social exclusion phenomena. To solve this, social integration including socio-psychological factors should be considered. The fragmentary physical intervention of "social mix scheme" is wanting in ability This study focused on the role of community facilities for public rental housing. Internally, as the hub of inner complex community, they activate the community through the household mix while as the base of the community welfare facilities, they enable the social integrative exchanges between local residents by providing physical space and programs. This study made it a target to propose a community facilities' planning scheme to respond to future society of 2030. When it comes to analysis on user consciousness of the public rental housing community facilities, the community openness, physical configuration , spatial configuration, and participatory operating factors were the main factors. The analysis shows that a holistic approach in terms of geographical and architectural aspects in the initial plan is required. The approach is quite distinctive comparing with current situation dealing community facilities as a way of chipping in. The planning schemes for community facilities can be summarized as follows: First, the re-establishment of community territory as "local community territory". In the new residential environment formed by the social relations, the community facilities will act as the minimum unit that can be used to realize a variety of generations housing welfare in response to various needs. Second, the application of the user analysis .In terms of the regional health care, the planning scheme aims for community-based welfare facilities. In architectural terms, it aims for community base where the action is. Third, the proposal of institutional aspects. Differentiated standard between rental housing and condominium installation is required and under the standardize name of "community facility"( the old 'residents common facilities'etc.) each complex is expected to introduce "professional community managers". Adding to these, alteration of the purpose of use should be easier, while the social enterprise are activated. From the initial plan, a comprehensive approach through continuous maintenance is important , which will enable the community to play a major role in forming a sense of community facilities. This makes it possible to mitigate conflicts among households and to activate the local community. "Happy Homes" for young people, or newlyweds and "New Stay", private rental housing types aimed at middle-class supply is becoming a popular bad target. Because of these factors, there may be mentioned a variety of residential services. The local facilities which was shunned public rental housings on the basis of this research, the following three suggestions that can be activated to serve the local community. First, community facilities for public rental housing should ensure public concern as local community facilities . Second, the preference analysis over residents demand is effective and activation of beforehand sale system should be preceded. Third, the in-depth and continuous institutional and policy research should be carried out to set up ‘Happy-care centers’ proposed to enable the local community to respond to the aging population. The results of this study significantly can be planning guidelines for planning public facilities Rental housing Community in 2030. The data release regarding to the community facilities are needed in order to provide convenience in use as a local community facilities . Released public information can provide users with the convenience of using easily selected information. In 2030, public rental housing as the renovation target will continue to grow together with the community facilities under planning. Therefore as remodeling the complex, for the case of having no spare land for expansion of community facilities, specific research specializing existing space such as ground-floor-piloti or main entrance is expected to continue.
