Prior research on management performance has been studied by many scholars. Although these studies agreed on the importance of business performance, mainly that enterprise organization be set up as an object of research but studies on public organizations were inadequate. In this sense, this research was to understand the organizational environment of the local public enterprise on 4 of the facilities management corporations in Chungcheongnambuk-do as the target and to verify the impact on business performance and to provide meaningful policy suggestions. The independent variables in organizational environment of the local public enterprise were set up by the internal environment chief administrator of leadership, autonomy of the local public, the expertise of local public and external environment, the control of the higher authority, the support of the parent institution, the reflux of the financial results, and the dependent variables as the sub-variables of management performance were set up by management evaluation of the local public conducted by the Ministry of government Administration and Home Affairs, as 4 assessment indicators that were strategic leadership, management systems, management performance, and compliance with the policy. The study subject and research method was carried out as follows. First, the study subject of this was to set a target of four facilities in chungcheongnambuk-do and conduct a survey to analyze the data from the 2nd to 13th May of 2016. Second, the research methods were carried out based on a literature review of previous studies related to the research topics, was conducted quantitative research methods in the analysis of survey results in order to verify the derived six of hypotheses. Survey configuration was configured as independent variables and the dependent variable of organizational environment management performance. The questionnaire had 33 questions related to the organizational environment and 40 questions related to management performance as the dependent variable, and each questionnaire used the Likert 5-point scale. The survey conducted a frequency analysis, Cronbach's alpha validation, correlation, multiple regression analysis utilizing SPSS 22.0 statistical program. The analysis results of the local public organizational environment appeared to affect business performance. Top manager of leadership in internal environment and expertise of local public, and the reflux of control and management of the higher organs of the external environment were analyzed for a positive effect (/). The organizational environment of local public enterprises, as proven by multiple studies has had a positive impact on business performance. Therefore, in order to maximize the business performance of local public analysis of the organizational environment for the characteristics of each local public and to seek ways to continuously improve business performance and business performance might need to be managed effectively.   In this , we describe the policy suggestions that can enhance the business performance of local public companies based on research results as follows: And the first, top managers of local public enterprises should share policy and goals by reflected their organization members to achieve business performance objectives, and would need to continuously modify goals and complement with changes in the external environment. Second, it would need to ensure the operational autonomy of the local public enterprise. Realistically there was a problem of the mismanagement of the local public in that the situation could not determine the key decision matters of local public enterprises operating such as the establishment of public enterprises operating budget, organizational structure, services, and pricing for the goods, personnel in autonomous simply seeing only problems on local public management. Third, it should be ensured fair and equitable compensation for management performance results. Management performance was absolutely necessary and appropriate compensation for the organization because it was the result of the overall evaluation effort. Fourth, we should establish a corporate culture of the local public with the performance-oriented culture. If it was settled the creative, challenging that was not hesitated to innovation and fair corporate culture to comply with the principles of the regulations, it would be improved the management performance. In this study, there were ㅣlimitations conducted a survey of 200 samples of the target Facility Management Corporation Chungcheong Province to be and generalized the entire local public enterprises. In addition, since it was limited to 6 kinds of the environmental organization of local public enterprises, there was a limit that it did not reflect the diverse organizational environments.    To overcome the limitation, it would require a potential generalized sampling of various areas, and to identify the various local public environmental organizations follow-up study, and to analyze the relationship between financial performance.
