Abstract:

Along with the ceaseless development of world economic integration, multilateral trade negotiations stalled slow, all countries in the world start will be to expand our business focus from the multilateral free trade to establish a free trade area. Chinese has been ranked first in the world big trading nation, but in the FTA growth far behind the business share of smaller neighbors -- South korea. In this context, a comprehensive and practical significance analysis of China and South Korea have bigger FTA strategy. The based on the perspective of organizational strategy, take the SWOT matrix analysis of strategic choice and based on the different dimensions of evaluation strategy consequences of Balanced Scorecard, through comparative research between China and South Korea in the strategy formulation, strategy choice and strategy implementation performance differences, trying to find out China's FTA strategy performance, and puts forward some feasible countermeasures. In this paper, through comparative analysis we can draw the following conclusions: first and foremost, to formulate the strategy, between the two countries in the strategy formulation process, set strategic objectives with key differences. The Chinese emphasis on non economic factors, South Korea on economic status. Secondly, in the strategy implementation, the two FTA talks object selection, area selection, FTA content and promote methods are different. South Korea choose large and emerging economies in all continents, promote balanced, multi pronged, and more comprehensive in content agreement. Chinese select growth economies, choose to follow the prescribed order promote agreement in place, slightly weak. Initially in the strategic evaluation, China and South Korea compared, import and export trade volume has increased faster but commercial relationship between absolute less intimate; application of Chinese enterprises on the FTA rate level is far weaker than the Korean; China's FTA strategy policy less, expression of more general and plain nearly intervention FTA strategy opportunity lack. In this paper, the innovation lies in the innovation of research perspective and research methods innovation. This paper based on the perspective of organizational strategy is proposed to analyze the framework of FTA strategy, including strategy formulation, strategy implementation and strategic evaluation of three aspects. At the same time, based on the FTA strategy evaluation study reference dimension evaluation method of Balanced Scorecard differences, relative dimension and operation dimension three policy evaluation of FTA strategy from the comprehensive benefits, benefits dimension.
