ABSTRACT: A Study of Japanese Language during the Maiji Period, concentrating on the 'Kokuteidokuhon' This study is about the Japanese language that was used in the elementary school textbooks, called 'Kokuteidokuhon' from 1904 to 1949. Modern Japanese language started during this period. It was during this time the Japanese language was standardized by the government. The 'Kokuteidokuhon' was published by the Japanese Ministry of Education as the Japanese national language textbook. They published 71 books for forty five years period from 1904 to 1949. At that time, there were many Japanese language books which were published by private companies. This made it difficult to have a standard language textbook. Starting in 1904, the Japanese government took control of making and publishing the language textbooks. In order to understand the affects the government's policies had on standardizing the Japanese language, we need to first understand the 'Kokuteidokuhon' in detail. A total of 71 'Kokuteidokuhon' books were analyzed to identify all aspects of the Japanese language. I tried to find out the relationship between the 'Kokuteidokuhon' books and the government policies on standardizing the Japanese language. The facts which were figured out are as follows; 1. Concerning the literal rules, the use of Gana, Chinese characters, Okurigana, language mechanics and sentence marks were observed. As a result of the research, it was discovered that they didn't have regular rules to use letters. This showed how the government's policies to standardize Japanese the language worked well. 2. Regarding vocabulary rules, efforts were made to set up standards forcibly. For example, before 'Kokuteidokuhon' there were many different kinds of personal pronouns and they had a wide variety of names of the relatives. To consolidate and standardize certain words, they unified and simplified the personal pronouns and each name of the relatives in the 'Kokuteidokuhon'. They used a different language according to their class, social status or locality. The 'Kokuteidokuhon' played a very important role in creating a standardized Japanese language which was used by the middle class society in Tokyo. This was achieved through the education system. 3. As for grammar rules, between 1904 and 1949, they showed modern grammar in the first half of the period and developed their current grammar system in the second half of the period. 4. As for their literary style, the formation of the common(plain) style and a textbook style were observed. After the 'Kokuteidokuhon' they carried out the unity of speech and writing. This means they made a keystone of the current Japanese language through the 'Kokuteidokuhon'. 5. The 'Kokuteidokuhon' strongly influenced the standards of the Japanese language throughout the whole period 1 to 6. They made it successful. In other words, the 'Kokuteidokuhon' was an essential tool to achieve the standard Japanese language. The 'Kokuteidokuhon' contributed to standardizing all areas of the modern Japanese society as well as the language. This played an important role towards modernizing the country. It also showed that Government Policy towards the language was instrumental in developing their culture and educating their people. Studying the 'Kokuteidokuhon' has been valuable for understanding the history of the Japanese language and understanding the impact of government policy on how the language works, how it has influenced the people of Japan's education, and how Japan has developed as a modern country.
