The cultural influence is directly related to national competitiveness here
and now. The purpose of this thesis, therefore, is followed : (1) To review
what basic policy directions are to spread the korean language overseas for
sustainable growth, (2) To prepare diffusion of the korean language
converging the korean wave.
The existing korean diffusion has made external development balancing
the supply and the demand of its education system through korean
education infrastructure overseas, development of standard education
process, and etc. In these days, however, due to the importance of soft
power, Dissemination policy of their own language in United Kingdom,
China, and Japan plans to expand not only the national language learners
but (also) potential language learners who are administered by strategic
policy learning-induced. In response to their policy, the diffusion of korean
overseas needs to diversify new demands in order to sustainable growth and to be required by shifts in government policy.
In regard to propagation of korean language, this should consider
those who are away from a school(the class), an outsider, based on
learning paradigm as well as a school(the class) in school space. If they
are offered alternative korean education content which is determined by
‘beginning learning activity’, they will be likely to switch korean learners
rather than the general public who do not experienced korean wave before.
they can reach its content easily without temporal and spatial constraints
through distribution platforms of korean wave.
To ensure this end, Chapter 2 will be discussed at spreading the korean
language overseas reestablishing the concept and its significance. Above all,
this examined reestablishing the concept of spreading the korean
language overseas throughout dictionary definition of ‘dissemination’,
conceptual expansion of the existing dissemination policy, and business
sector of policy. Also it looks into aspects of sociolinguistic viewpoint, a
global language, heritage, and social assets of korean language. The needs
for dissemination of korean progress in discussing sustainable growth of
cultural exchange and developing cultural capacity. Finally, The significance
of spreading the korean language overseas is viewed as multi-culturalism
and multi-lingualism which should be vitalized in globalization age when
having personal interchange, Human securities, and the Right to learn.
Chapter 3 considers korean wave as modern popular culture and studies
such cultural phenomena which are positively worthy of diffusion of the
korean language. Also, 「potential learners based on korean wave」is
defined. Furthermore, this chapter should notice the size and the
distribution to people who are diffused, examine characteristics of digital
generation, and take note of potential learners and learning about korean
based on incentives as a factor of korean wave content which can be
focused on an element of storytelling things : a story, a character, and digital devices for expressing of opinion.
Chapter 4 inspects the status of the existing policy closely in regard to
spreading korean and its limitation is derived. There has a limit to practical
korean diffusion related to classrooms – teaching materials – teachers
focused on institution because of emphasizing in educational support of
korean language. To reinforce soft power, United Kingdom, China, Japan,
however, are noticing potential user class and having a command of
strategy dependent on different circumstances. These examples can be full
of suggestions about the korean government requiring the practical
diffusion of korean overseas.
Chapter 5 seeks policy implication of learning paradigm to overcome a
limitation of the existing policy. Moreover, here are policy present condition
in the spread overseas. At first, the necessity and the characteristic are
searched by the expanding user class from internal to international citizen.
In addition, border revision on learning and learners by learning paradigm
to disseminate korean overseas and potential learners based on korean
wave to find new demands are studied. Critical attributes for learning
motivation targeted on a potential base of learners with korean wave are
applied to learning participation and diversification, formulating learning
motivation and expanding cultural sector.
Chapter 6 suggests policy plans to potential base of learners with korean
wave who are interested in korea and korean culture having a good feeling
toward korean wave, still not learning korean yet, to guide substantial
learners. The policy on potential base of learners with Hallyu is regarded
as supporting policy in korean concerning learning ecology, korean language
content based on the ‘korean wave’, and offering environment diversifying
learning participation. On the basis of this, the study on the interrelation
between korean wave content and diffusion is as followed : (1) A
pre-requisite of cultural korean wave, called Shin Hallyu in korean, a ‘PSY’ phenomenon, (2) Shedding new light on reciprocal relation between korean
wave and spreading korean overseas, (3) Change of recognition toward
potential learners based on the korean wave which can create new
demands, (4) Changing supporting policy in the korean language on the
authority of culture, (5) Development in korean content putting Hallyu
content to practical use. (6) The necessity of distributive research and
public-private cooperation, (7) To promote digital convergence model
combined with korean wave and korean diffusion, (8) Preparing
mid/long-term development plans for linking advancement in post korean
wave contents, (9) Formulating a plan for korean content research.
This points out presentation of a problem toward expanding new
educational demands and spreading korean language overseas. It also
reviews expansion of policy support about korean to enlarge practical
dissemination.
Spreading the korean language overseas by utilizing korean wave content
called ‘fun and interesting’ content, and so on, will be contribute to
ensuring inductive and continuous study and to a substantial expansion.
