With a rapid increase in the number of female immigrants in Korea due to an international marriage, this study aims to understand the problems they experience including a language, cultural difference, economic difficulty, and so on, in order to provide measures of institutional systems. The research also promotes development of a stable multi-cultural society through supportive policies designed to encourage improvement of the female immigrants' life quality and integration of a local community.
The study methods include literature review for establishing theoretical backgrounds as well as interviews and examples of consultation for a case study. With regard to the research scope, the study focuses on married female immigrants in farming and fishing communities, who are fast becoming an issue in the society, through cases in Taean-gun. Various statistics and questionnaire analysis were used in order to understand the current state of multi-cultural family and the demand for welfare. Finally, policies to alleviate the problems were proposed.

At present (at the end of 2008), the number of foreigners staying in Korea is well over 1 million. Particularly, the number of an international marriage accounted for 11% of the total marriages (26,204 out of 327,715) in 2008, and 41% of those engaged in farming and fishing have an international marriage.
However, strong pride in the racially homogeneous nation and patriarchal family system in Korea have resulted in social prejudices against female immigrants and domestic violence.
The major problems they experience are conflicts within a family arising from linguistic and cultural difference, poverty, violence from a husband, disrespect from family members, identity crisis of a child, discriminative procedures for obtaining citizenship, and so on, which afflicts a female immigrant who come to Korea to find a new life.
In particular, children of a multi-cultural family may have a greater risk to fall into poverty, creating a new social group that needs special care.
In order to prevent this, continuous education and enlightenment should be provided for families and neighbors to eliminate prejudices against female immigrants, a social integration programs carried out after finding out the needs of a married female immigrant, and economic support given in view of the fact that most female immigrants are in poor economic conditions.
In addition, legal and institutional support should be provided by easy procedures for obtaining citizenship and finding a job. Furthermore, enactment of the "Fundamental Multi-Culture Act" is urgent.
On the level of a local self-government, it should provide job training which can help female immigrants display their potential abilities, offer jobs, and operate education or consultation programs for families to solve problems and conflicts, in addition to establishing a standard model for Korean language and culture education.
Moreover, there should be an administrative agency responsible solely for multi-cultural families, professional human resources provided, and the budget increased. Finally, a system of consolidating a local self-government, NGOs, and residents should be developed with the purpose of creating a socal environment that those female immigrants are truly understood and accepted as a neighbor and a citizen in Korea.
In conclusion, given that a multi-cultural society is irrevocable and we must embrace immigrants, the central and local governments need to provide policies helping immigrants successfully settle in Korea while residents should be aware that immigrants are their neighbors who will develop Korea's future together, creating an integrated local community with emotional support for them to develop a strong multi-cultural society.
