The biggest change in the 21st century for Korea is advent of multi-cultural society. There are a million foreigners living in Korea. Thus, Korea is no longer a racially homogeneous nation but rather a multi-ethnic nation. The study inquires causes and patterns of multi-cultural society based on racial variety thanks to increase of foreign workers, foreign spouses due to international marriage, foreign students studying in Korea and analyzed what kind of mutual network system is constructed as well as how each government department is enforcing multi-cultural policy. Moreover, the study contemplated a counterplan of which enables consolidating our society that is becoming multi-cultural according to the analysis.
The study utilized data stored in central government departments' homepage, internal data of Incheon Metropolitan City, related theses and s in journals and symposium. Some data has been collected using an Information Disclosure Demand method.
This study is composed largely in three parts. First, it contemplated a concept of multi-culturalism and multi-culturalism tendency of abroad (USA, Canada, France, England, Japan and Australia).
Second, a structure of Korea's multi-cultural society, foreign workers, foreign spouses due to international marriage, a primary factor of incoming of students, status and the point at issue.
Third, a development progress of multi-cultural society based on year 2005 is categorized to an introduction period and a development period and segregated policies of central government(Ministry of Education & Human Resources Development, Ministry of Labour, Ministry of Culture and Tourism, Ministry of Gender Equality and Family, Ministry of Health and Welfare, Ministry of Justice) and local autonomous entity (Incheon Metropolitan City) by contents to analyze in network.
The key policy during the introduction period was focused on employment management of foreign workers and free health check up business, Korean students studying abroad inviting policy, illegal immigrants and nationality which was imperfect period of all. In the development period after 2005, we can recognize modification of nationality business processing guide that includes inviting policy of foreign students which continued on from the earlier development period, an aid plan for international marriage family, a counterplan for education support for offspring of multi-cultural family, multi-cultural events, a Korean language education program and improvement of human rights protections for foreigners. In addition, various programs that are excellent both on and off line including an electronic civil application service for foreigners, immigration administration call center, foreigner legal aid corp, multi-cultural family supporting center, free health check up for international marriage female foreign immigrants and a socially consolidated supporting counterplan for international marriage female foreign immigrants' family were being developed and enforced which suggest there are a lot of policy development in progress. One of the notable points was cooperation between the government and each department and interchange with public entities.
Incheon Metropolitan City has been selected as a case study of local autonomous entity and its policy has a partiality for culture and education in the order of culture, education, welfare and health.
