2016년 국내 클래식 음악 공연 시장은 지난해 쇼팽 국제 피아노 콩쿠르에서 우승한 조성진 신드롬이 계속되었고 리카르도 무티와 시카고 심포니, 헤르베르트 블롬슈테트와 밤베르크 방송교... 2016년 국내 클래식 음악 공연 시장은 지난해 쇼팽 국제 피아노 콩쿠르에서 우승한 조성진 신드롬이 계속되었고 리카르도 무티와 시카고 심포니, 헤르베르트 블롬슈테트와 밤베르크 방송교향악단, 마리스 얀손스와 바이에른 방송교향악단 등 해외 유명 지휘자 및 오케스트라의 내한공연이 두드러진 한 해였다. 또한 예술의전당 콘서트홀 이후 28년 만에 대형 클래식 공연장인 롯데 콘서트홀이 개관하면서 세계적 규모의 공연 활성화와 호재가 이어졌다. ‘부정청탁 및 금품 등 수수의 금지에 관한 법률(이하 약칭 청탁금지법)’은 애초 비정상적인 접대 관행과 청탁 문화의 근절을 통해 공정하고 투명한 사회를 구현하고자 2016년 9월 시행되었으나 사회 전반적 소비 위축을 야기하고 있으며, 특히 문화예술계에는 최근 드러난 국정농단과 블랙리스트 사태와 더불어 또 하나의 위기요인으로 꼽히고 있다. 그 중에서도 클래식 음악 공연의 경우 고가의 티켓과 높은 재정 지원 의존도로 막대한 지장이 예상되고 있으므로 문화예술의 효율적 운영과 관리에 대해 끊임없이 고민하는 것이 예술경영의 학문적 소임인 바 파장에 대한 진단, 위기에 대한 다각적 이해, 향후 대응방안 모색을 통해 부작용을 최소화 할 연구의 필요성이 제기되었다. 본 연구는 탐색적 조사방법으로써 심층 인터뷰를 진행하였으며, 크게 마케팅믹스와 조직구성, 재원조달에 미칠 영향에 대해 분석하였다. 분석 결과 다음과 같은 시사점과 제언을 도출해 내었다. 첫째, 클래식 음악 공연이 경쟁력을 가질 수 있도록 노력해야 한다. 순수예술로서 클래식 음악은 외부 재원 없이 생존 불가능한 구조를 가지므로 지원 주체를 향해 다양한 문화 소비를 제안할 수 있어야하며, 현재 위기에 대한 자성적 태도로 장르의 사회적 역할을 키워나가야 하는 것이다. 둘째, 제도적 환경으로의 적극적 개입이 필요하다. 지금은 사회 전반적으로 청탁금지법에 대한 해석이 불분명하여 막연한 불안감에 기반한 시장 위축이 나타나고 있다. 공연에 대한 지원이나 티켓의 통용이 청탁과 무관함을 증명하고 스스로의 가이드라인을 먼저 갖게 된다면, 법의 취지를 살리면서도 음악계 시장 위축을 막을 중간 합의점을 충분히 찾을 수 있을 것이다. 셋째, 유연한 법의 적용이 요구된다. 청탁금지법의 내용이 특정 분야에 대한 고려 없이 너무 포괄적이고 그 내용을 전 분야에 획일적으로 적용하는 데서 문제가 비롯되었기 때문이다. 넷째, 일관성 있는 정책적 뒷받침이 필요하다. 현 정부에서는 문화융성을 4대 국정 기조 중 하나로 내세워 창조경제를 강조하면서도 그와 대치하는 청탁금지법을 시행함으로써 공연계의 어려움을 가중시키고 있다. 정책 차원의 장려와 적극적 의지를 일관성 있게 나타낼 수 있어야 하는 것이다. 본 연구자는 이상과 같은 시사점을 통해 청탁금지법의 시행이 클래식 음악계에 있어 위기로의 작용 뿐 아니라 기존의 고질적 문제를 돌아보고, 향후 한 단계 발전할 수 있는 기회가 되기를 제언하는 바이다.

Accordingly, it is reasonable to constantly consider the efficient management methods such as the prognosis of related impact, multilateral understanding on crises, and research to minimize side effects through the subsequent countermeasures on the cultural arts. This study analyzes which factors affect the marketing mix, the composition of organizations, and funds supply through the depth interviews and draws the implications and proposals as well. Firstly, it is definite that the classical music performances should be competitive, propose the numerous cultural consumption methods, and nurture the social roles of genres in the introspectional perspective because the classical music, one genre of pure arts, cannot be financially independent without the external financial support. Secondly, it is necessary to actively intervene in institutional environments. It would appear that the market contraction on the vague anxiety about the prohibition on solicitation emerges. Proving that the support for the performances and using tickets are not associated with the solicitation with appropriate guidelines, this business can utilize the aim of this law and find middle ground to prevent itself from shrinking. Thirdly, it is clear to demand the flexible application of the law because this law tends to be comprehensive and uniformly applied to the total society without the careful consideration by detail field. Fourthly, it is inevitable to need the policy support because although the current government is aimed to prosper culture and emphasizes the creative economy, exerts the counter policy that prohibits the solicitation, which intensifies the confusion in the field of performance industry. It is required that policies should be encouraged and the active will consistently appears.
