인류가 발전시켜온 정보통신기술의 발달은 특정분야나 전문적인 기술적 영역 외 전반적인 삶에 커다란 변화를 가져왔다고 할 수 있다. 특히 인터넷은 새로운 소통방식 및 공간을 제공함으... 인류가 발전시켜온 정보통신기술의 발달은 특정분야나 전문적인 기술적 영역 외 전반적인 삶에 커다란 변화를 가져왔다고 할 수 있다. 특히 인터넷은 새로운 소통방식 및 공간을 제공함으로써 모든 분야에서 커다란 영향을 미치고 있다. 정보통신기술의 발달에 따라 국가 안보영역 역시 과거 재래식 군사력 위주에서 탈피하여 정치, 경제, 사회, 문화 등으로 안보의 영역이 확대되었으며 육상, 해상, 공중 등 기존 전장의 개념 또한 사이버공간을 포함 하는 새로운 전쟁 패러다임으로 발전시켰다. 대부분의 선진국 군대가 네트워크 중심전을 추구하고 있으며 아군의 지휘통제 시스템을 비롯한 각종 무기체계들은 하나의 사이버공간을 구성하고 있으며 이러한 체계는 사이버공간에서 제 능력을 발휘하는 역할을 하고 있다. 이러한 특성을 가진 인터넷의 발달과 군사적 변화에 따라 북한은 사회주의 이념과 체제를 선전하기 위한 도구로서 인터넷을 적극 활용하고 있다. 인터넷이 활성화된 90년대 이후 북한은 체제와 이념을 선전하기 위해 인터넷 사이트를 운용하며 선전활동을 적극 전개 하고 있다. 따라서 사이버공간의 특성을 활용한 북한의 선전활동과 사이버공간의 특성 분석을 통해 효율적인 대응 방안을 도출하는 것이 필요하다고 할 수 있다. 북한은 정보통신기술 발달에 의해 새로운 전장으로 인식되는 사이버공간에서의 심리전, 즉 사이버심리전이라는 양상으로 발전하고 있다. 사이버심리전은 사이버공간에서 국가 정책의 효과적 달성을 목적으로 주체가 되는 국가 이외에 모든 국가 및 정치집단의 견해, 감정, 태도, 행동에 영향을 주는 선전 및 기타 모든 활동의 계획적 사용을 말한다. 이러한 사이버심리전은 소수의 숙련된 개인이나 집단이 장소에 구애 받지 않고 저비용으로 개발할 수 있고 초보적인 기술로 핵무기에 버금가는 치명적인 혼란과 손해를 가할 수 있는 파급효과를 갖고 있다. 또한 시·공간을 초월하여 적용이 가능하고 누가 공격했는지 모르는 익명성 등 사이버공간의 특성에 기인하여 북한과 같이 열악한 경제적 여건에 처해있는 국가들에게도 상당히 효과적인 신무기의 역할을 한다고 볼 수 있다. 그러나 주요 군사 선진국을 제외하고 우리나라를 포함한 대다수의 국가가 완벽한 대응책을 마련하지 못한 상태이다. 이러한 문제의식에서 출발하여 심리전이 이뤄지는 사이버공간 및 사이버심리전의 개념과 특성을 연구하고 북한의 사이버심리전의 위협과 국내에 미치는 영향을 분석하였다. 따라서 북한의 사이버심리전을 효과적으로 차단하여 전쟁승리에 기여하기 위해서 우리 군이 사이버심리전의 본질과 특성 등에 대한 사고의 전환을 통해 중요성을 인식하며 역량을 강화하고 대응방안의 방향을 제시하여 효과적으로 적국의 사이버심리전에 대응하고 공세적 수단의 사이버심리전 발전 방향을 마련하여 사이버심리전의 우위 선점에 중점을 두고 연구하였다.

Therefore, it is necessary to find effective countermeasures by analyzing North Korea's propaganda activities in cyber space and the characteristics of cyber space. The situation is changed into psychological warfare in cyber space, which is recognized as a new battlefield due to the development of information technology, also known as cyber psychological warfare. The cyber psychological warfare refers to the planned use of propaganda and all other activities in cyber space that affect other countries and political groups' opinions, emotion, attitudes and behaviors for effective accomplishment of the nation's policy. This cyber psychological warfare can be developed with low cost without restriction of locations by a small number of skilled individuals or groups. It also can inflict confusion and damages as deadly as nuclear weapon with elementary level of skills. Besides, it can be applied beyond time and space, and it has anonymity, the feature of cyber space, so countries that are in poor economic situation like North Korea can utilize it as a very effective new weapon. Therefore, to block the increasing North Korea's cyber psychological warfare and to contribute to the victory of war, our military needs a great transition of thinking in the essence and characteristics of cyber psychological warfare, and response organization and performance system of national defense level should be completed. Based on this, the ability and threat of North Korea's cyber psychological warfare should be analyzed, and cyber psychological strategy development direction as the method of military attacks should be prepared, so absolute superiority in psychological warfare can be established.
