시맨틱 웹은 단순한 문서의 연결 방식에서 벗어나, 웹상의 정보자원을 대상으로 다양한 의미적 연결을 표현하고, 보다 복잡한 개념과 논리적인 연관을 표상하고 사용할 수 있도록 함으로써, 사용자가 원하는 정보의 저장, 관리, 생성, 서비스 등의 처리가 자동적으로 이루어지는 차세대 인터넷 환경이다. 즉, 웹을 가능한 지능적으로 만들어 웹상의 데이터와 자원을 저장하고 가공하며, 사람들의 일상적인 일들까지 처리할 수 있도록 만드는 것이다.
이를 위해 웹상의 정보를 컴퓨터가 이해할 수 있는 표준화된 방법으로 체계적으로 표현할 수 있어야 하며, 웹 기반의 지식 처리나 어플리케이션 사이의 지식의 공유 및 재사용이 가능해야 한다. 여기에 핵심적인 기술 요소가 온톨로지이다. 일반적으로 기존의 온톨로지들은 영역 제한적인 단일 언어들로 구축되어 있어, 궁극적인 시맨틱 웹 서비스에 제한적일 수밖에 없다. 이에 본 논문에서는 단일 언어 및 제한된 영역에 국한되었던 웹 서비스에서 벗어나, 서로 다른 언어로 표현된 정보 자원들의 통합적이고도 자동적인 처리를 위한 범용의 다국어 온톨로지를 구축하였다. 이를 위해 상위 레벨의 한국어, 영어, 독일어 온톨로지를 생성하였고, 이를 통해 시맨틱 웹이 추구하는 검색 환경을 만들고자 하였다.

Semantic web is not a simple document connecting web, but a user-friendly environmental web making it possible to store, maintain, and create informations automatically. It is developed to present more logically complex concepts and logical relations. In short, data and resources on the web including daily works can be automatically stored and processed by making web as intelligent as possible.
To make it happen, informations on the web should be systematically expressed in a standardized way. And knowledge process based on the web and knowledge share and reuse between applications should be available. The most important technology here is ontology. So far, as the current ontologies have been made of domain-specific simple language, semantic web service is limited. Therefore, in this thesis multi-language ontology was built for limitless process of information resources expressed in different languages. Through upper level of Korean, English, German ontology, the desirable research environment which semantic web is seeking for was built.
