Refugees are people who request protection while leaving their countries due to their differences in race, religion, nationality and position as members of specific society, or political opinions. As we may know from here, refugees are people facing very special situation. Since 2001, number of refugees entering S. Korea have been increased every year and it is expected that the number will be growing continually with the raising national status of S. Korea internationally. However, policy direction and support for the refugees are still fragmentary and passive. Recently, a law of refugee was established after waiting for a long time, and it started to support living costs, housing, and vocational education to refugees though its marginal. However, it's real that there is no concrete plan for Korean language education yet.
The purpose of the study is to build basic data of Korean language education for the refugees living in S. Korea and find direction of curriculum development.
The refugees living in S. Korea as the objects of the study can be categorized to be potential learner group. The reason is that for stable settlement, it's urgent for the refugees to learn Korean language, but in nature, they hardly get chances to learn it systematically. the learner group as refugees has special moving background than other immigrants. So, if curriculums for general learners are applied to the refugees, it will be hard to expect education effect from them. Therefore, It is required to develop appropriate curriculum separately to reflect requests of the refugees living in S. Korea with their feature and expectation. As a pre task, the requirements of the refugees for Korean language education should be analyzed with apprehending the feature of the group.

본 연구는 국내에 거주하고 있는 난민들의 한국어교육을 위한 기초 자료를 구축하고 교육과정 개발의 방향을 모색하는 데에 그 목적이 있다.
본 연구의 대상인 국내 거주 난민은 잠재적인 학습자 집단으로 분류할 수 있다. 그 이유는 이주민으로서 국내에 안정적인 정착을 위해서는 언어교육 즉, 한국어교육이 절실하지만 현실적으로는 체계적인 교육을 받을 수 있는 기회를 거의 갖지 못하기 때문이다. 난민이라는 학습자 집단은 다른 이주민과 달리 특수한 이주 배경을 가지고 있다. 그런데 난민에게 일반적인 학습자를 위한 교육과정을 그대로 적용한다면 교육적 효과를 기대하기는 어려울 것이다. 따라서 국내에 거주하는 난민들의 요구를 반영하고 난민의 특성과 기대에 알맞은 교육과정이 독립적으로 개발될 필요가 있다. 이를 위한 선행 작업으로 난민들의 한국어교육에 대한 요구를 분석하고 그 집단의 특성을 파악해야 할 것이다.
본 연구의 목적은 국내 난민들의 한국어 교육과정에 대한 요구 분석을 통해 난민 대상 한국어 교육과정 개발의 기초 자료를 구축하고, 그것을 바탕으로 난민 대상 교육과정 개발의 기본 방향을 제시하고자 하는 것이다.
