Today's world is growing national capability with Soft power. Soft power means exercising one's influence based on information science or cultural and art, etc. That is, as a country's representative 'civilizing influence', its influence is much greater than Hard power which presents the compulsory power. Therefore, improving and developing a country's representative 'civilizing influence' will increase the economic standard along with today's rapidly growing world.
Korean government, as a policy to enhance Korea’s position and quality and thus increase value of national brand, it is extensively implementing a policy for the establishment of more Korean education institute called 'Sejong School.' Sejong School is a Korea's representative Korean education institute. Currently, Ministry of Culture, Sports, and Tourism, Ministry of Educational Science and Technology, Ministry of Foreign Affairs and Trade, Ministry of Employment and Labor, Ministry of Gender Equality and Family, and other ministries are running this educational institute under the same goal, 'diffusion of Korean language and culture.' Therefore, they are facing with various problems including taking an initiative in education operation, budget unification, etc.
To solve above problems and improve national brand value, the government is trying to integrate names of entire Korean education institutes to 'Sejong School.' Already many countries have established professional organizations for the diffusion of its language and culture and consequently improve national brand. Examples of such are Confucius school of China, British Counsel of United Kingdom, Alliance Francaise of France, and Goethe Institute of Germany. Among them, the purpose and aim of Confucius school of China is same with Sejong School. Therefore, it had become an object of my attention.
In conclusion, this research provides comparative analyzes on the operation and management system of China's Confucius institute from overall aspects and thus, providing practical information for the unitary and effective operation of domestic and international Korean education system for Korean government. This also offers the proper awareness and energy for the improvement of Soft power with language as a medium. What is more, this research suggests projects to be carry forward to grow 'Sejong School' as a national brand. I hope this research be of help to the future research on Sejong School and furthermore, Sejong School becomes widely distributed as a representative Korean education institute to the people in the world.

세계는 소프트 파워(Soft power)로서 자국의 역량을 키워가고 있다. 소프트파워는 정보과학이나 문화·예술 등으로 영향력을 행사하는 것을 가르킨다. 즉 자국을 대표할 수 있는 ‘문화력’으로서, 강제력을 나타내는 하드 파워(Hard power) 보다 발휘하는 영향력은 상당하다. 따라서 자국을 대표할 수 있는 ‘문화력’을 개발·발전시키는 것은 빠르게 변화 발전하는 시대에 맞춰 자국의 경제 수준을 상승시킬 수 있다.
우리정부는 국가 위상과 품격을 높여 국가브랜드 가치 수준을 상승시키기 위한 정책 중 하나로서 ‘세종학당’이라는 한국어 교육기관을 확대 설립하기 위한 정책을 대대적으로 펼치고 있다. 세종학당은 우리나라를 대표하는 한국어 교육기관이다. 현재 문화체육관광부, 교육과학기술부, 외교통상부, 고용노동부, 여성가족부 등 각 부처에서 ‘언어 및 문화 보급’이라는 공통된 목적을 가지고 교육기관을 운영하고 있다. 따라서 교육 운영 주도권 분쟁과 예산의 통합 운영 문제 등 적지 않은 문제들로 난항을 겪고 있다. 현재 이러한 문제점을 해결하고 국가브랜드 가치를 제고하기 위해 현재 난립 운영되고 있는 한국어교육기관의 명칭을 모두 ‘세종학당’으로 통합하여 운영하기 위해 노력하고 있다. 이미 중국의 공자학원, 영국의 브리티시 카운슬, 프랑스의 알리앙스 프랑세즈, 독일의 괴테 인스티튜트 등 여러 국가들이 자국의 언어 및 문화를 보급 전문기관을 설치하여 국가브랜드를 제고시키는 수단으로 사용하고 있는 상황이다. 그 중 중국의 공자학원은 세종학당의 운영목적과 지향하는 바가 일치하여 일찌감치 관심의 대상이 되어 왔다. 따라서 본고는 중국의 공자학원의 운영 및 관리 시스템을 전면적으로 비교 분석하여 향후 우리 정부의 대내외 한국어 교육시스템의 일원화와 효과적인 운영을 위한 실질적인 정보를 제공하고, 더불어 ‘세종학당’을 국가적 브랜드로 성장하기 위해 추진되어야 할 과제를 제시하였다. 본 연구를 통해 추후 세종학당에 관한 연구에 보탬이 되고 세계인들에게 한국을 대표하는 한국어 교육기관하면 바로 ‘세종학당’을 떠올릴 수 있도록 널리 보급되기를 바란다.
