관보의 사전적 정의란 정부가 공무원과 국민들에게 알릴 사항들을 편찬하여 게재하는 공고문이다. 예를 들어 헌법 개정, 각종 법령, 고시(告示), 예산, 조약, 서임(敍任), 사령(辭令), 국회 사... 관보의 사전적 정의란 정부가 공무원과 국민들에게 알릴 사항들을 편찬하여 게재하는 공고문이다. 예를 들어 헌법 개정, 각종 법령, 고시(告示), 예산, 조약, 서임(敍任), 사령(辭令), 국회 사항, 관청 사항을 게재한다. 관보는 크게 행정에 관한 모든 사항과 국가기관이 공식적으로 발행하는 간행물을 말한다. 이 간행물은 국민에게 법령과 정부정책을 알리는 공식 매체라고 볼 수 있다. 관보는 대체로 정부를 비판하는 민간 신문과는 대조적이고 정부가 행한 정책들을 알려주는 정보전달매체라 볼 수 있다. 또한 관보는 국가의 행정과 정책을 나타내는 거울이 되고 입법, 행정과 같은 각 분야의 실정을 직접 알 수 있는 실질적인 자료가 되어 온 나라의 정치, 경제, 사회, 문화를 이해하는데 큰 역할 수행한다. 한국과 가장 정치, 경제적으로 밀접한 나라인 미국의 연방관보(Federal Register)는 한국관보와 비슷하면서도 다른 점이 많다. 연방관보란 정부기관의 규정 및 공고를 포함하고 있는 미국 연방정부의 공식저널이다. 미국의 연방관보를 살펴보면 법령과 정부정책 그 외에도 경제, 환경, 세계, 과학기술, 산업, 공공복지 등에 관한 내용도 연방관보에 게재한다. 반면에 한국관보는 관보에 게재하는 내용이나 절차 등이 미국 연방관보에 비해서 상세하지 않다. 그렇기 때문에 본 연구에서는 한국관보와 미국 연방관보의 역사, 내용, 서비스, 규정 등을 비교분석하고 그 활용에 대해 시사점을 도출한 다음 국내 관보에 적용할 수 있는 방안을 제안한다.

In addition, the official gazette is a mirror of indicating the administration and the policy of country, and plays a major role in understanding politics, economy, society and culture of country by becoming a practical material to directly tell the realities in the each field such as legislation and administration. The Federal Register of the United States which is the most politically and economically close country to Korea, is similar to the Korean Official Gazette but has many differences. The Federal Register is an official journal of the Federal government of the United States, which includes regulations and announcements of government agencies. As for the Federal government of the United States, in addition to laws and government policies, contents on economy, environment, world, science & technology, industry and public welfare, are also posted in the Federal government. On the other hand, the contents and procedures posted in the Korean Official Gazette are not as detailed as the Federal government of the United States. Therefore, in this study, comparative analysis on history, contents, service and regulations of the Korean Official Gazette and the US Federal government was performed, and implications for its utilization were obtained, and then a plan that can be applied to the Korean Official Gazette was suggested. ，韩语论文范文，韩语论文 |
