본 연구는 한국사회에 거주하고 있는 북한이탈주민의 경제적 자립과 안정적인 정착을 지원할 수 있는 창업환경 조성을 위한 정책과 제도개선 방안을 제시할 목적으로 수행하였다. 현재 정... 본 연구는 한국사회에 거주하고 있는 북한이탈주민의 경제적 자립과 안정적인 정착을 지원할 수 있는 창업환경 조성을 위한 정책과 제도개선 방안을 제시할 목적으로 수행하였다. 현재 정부도 북한이탈주민의 경제적 자립을 통한 한국사회에서의 안정적인 정착과 삶의 질 향상을 위해 다양한 정책을 통하여 지원하고 있다. 하지만 대부분 기초생활을 영위하는 수준의 생계비 지원, 취업 지원 및 직업교육에 집중되는 것이 현실이다. 따라서 창업을 통한 경제적 자립을 지원하기 위하여 북한이탈주민 중 잠재적 창업자를 대상으로 창업자 개인특성, 창업동기 및 창업지지의 요인들이 창업의도에 미치는 영향 관계와 사회적응에 따른 조절 효과가 있는지를 실증적으로 분석하였다. 이를 분석하기 위하여 전국에 거주하고 있는 북한이탈주민 323명을 대상으로 2016년 9월 15일부터 9월 30일까지 설문을 한 후, 설문조사 결과 수집된 자료는 위계적 회귀분석의 통계기법을 활용하여 가설을 검증 분석하였으며, 그 결과는 다음과 같다. 첫째, 북한이탈주민의 개인특성 요인인 자기효능감, 위험감수성향 및 창업자 경험은 창업의도에 영향력을 미치지 못했다. 둘째, 창업동기 요인인 경제적 안정과 자아성취 모두 창업의도에 정(/)의 영향을 미치는 것으로 나타났다. 셋째, 창업지지 요인 중 창업교육이 창업의도에 정(/)의 영향력을 미치는 것으로 나타났다. 넷째, 남한사회 적응이 창업의도에 영향력을 미치지 못했다. 하지만 사회적응성의 조절 효과를 검증한 결과 부분적인 조절 효과가 있는 것으로 나타났다. 또한 사회적응성과 창업자 경험과의 상호작용이 창업의도에 정(/)의 영향력을 미치는 것으로 나타나 조절 효과가 입증되었다. 마지막으로, 기업가정신 교육 경험이 거의 없는 북한이탈주민의 개인 및 사회ㆍ문화적 개별 요인인 경제적 안정과 자아성취가 창업의도에 직접 영향을 미친다는 점을 확인하였다. 이러한 연구결과는 북한이탈주민들의 창업을 통한 경제 자립과 한국사회의 안정적인 정착을 위한 정부의 정책 마련 및 시행의 기초적인 정보를 제공하고, 전문가 상담을 통해 사업체의 창업 및 운영을 성공적으로 이끌 수 있는 정보지식을 제공해 줄 것으로 기대한다.

In this research, we aimed to present a policy and a system improvement plan for creating an entrepreneurial environment that can support the financial independence and stable establishment of North Korean Refugees living in Korea. Today, the government supports various policies to ensure that North Korean Refugees are able to settle down and can have a improved quality of life in Korean society through financial independence. However, the policies are mostly focused on supporting basic level of living expenses, employment, and vocational education. In order to support potential entrepreneurs of North Korean Refugees to be independent financially through entrepreneurship, factors of the individual characteristics of entrepreneurs, entrepreneurial intention and entrepreneurial support were analyzed to see if those factors have an influencing relationship with entrepreneurial motives. Also, it was analyzed empirically to see if there is a moderating effect related to social adaptability. A survey was conducted on 323 North Korean Refugees from September 15 to 30, 2016. The data of the survey was analyzed by verification analysis of hypotheses using the hierarchical regression analysis. The results of the survey are as follows: First, self efficiency, risk tolerance, and entrepreneurial experience, which are individual characteristics of North Korean Refugees, did not affect entrepreneurial intention. Second, financial stability and self-accomplishment, which are entrepreneurial motive factors, have a positive effect on entrepreneurial intention. Third, among entrepreneurial support factors, entrepreneurship education have a positive effect on entrepreneurial intention. Fourth, social adaptability did not have any effect on entrepreneurial intention. However, after verifying the moderating effect of social adaptability, it did have a partial moderating effect on entrepreneurial intention. Moreover, moderating effect was confirmed when interaction between social adaptability and entrepreneurial experience have a positive influence on social intention. Lastly, the factors of the financial stability and self-accomplishment which are individual and sociocultural factors of North Korean Refugees, who have hardly any entrepreneurship education, directly influence entrepreneurial intention. These research results provide basic information on policy making and implementation of government for economic independence and stable settlement in Korean society through entrepreneurship of North Korean Refugees. Also, It is expected that it will provide the knowledge of the information that can lead to the successful entrepreneurship and operation of the business through the consultation with the expert.
