도시문화유산은 물리적으로 현재 도시 내 위치하며 역사적 층위가 중첩된 도시지역 또는 도시건축물로 정의 할 수 있다. 서울 사대문안 2층 한옥은 도시문화유산의 한 유형으로 근대시기의 건조물로 주목받고 있지만, 보호되지 못하고 변형 및 멸실되고 있는 환경에 처해있는 실정이다.
본 연구는 2층 한옥의 가치를 재조명 하고, 도시문화유산으로서의 보호방안을 연구하고자 하였다.
서울 사대문 안의 2층 한옥은 문화유산으로서 가치가 충분하다. 또한 문화재와는 다른 방식으로 수리가 일어나고 있으며, 여전히 도시인의 삶을 담고 있다. 만일 이런 2층 한옥이 사라진다면 우리는 도시의 다양한 모습 중 하나를 잃게 되는 것이다. 아직까지는 거주자나 사용자가 필요에 의해 2층 한옥을 보호하고 있지만, 변형 및 멸실 방지 차원에서 국가적인 보호대책을 마련해야 할 것이다. 한옥의 보호대책 방법으로는 등록문화재제도와 지정문화재제도를 들 수 있다.
하지만 2층 한옥의 등록문화재 등록과 지정문화재로서 지정은 현 제도 내에서는 한계점이 있어 두 가지 방법 모두 적합한 방법은 아닌 것으로 사료된다. 그래서 도시문화유산으로서 2층 한옥을 보호 하는 방안은 지정문화재로 지정하되 별도의 인센티브를 부여하는 방안이 적합한 방안으로 사료된다.
도시문화유산으로서 2층 한옥 보호를 위한 방안은 다음과 같다.
첫째, 건축물을 제외한 부분의 문화재보호구역을 최소로 설정한다.
둘째, 이전·이축하는 방법 보다는 원위치에 유지 될 수 있도록 한다.
셋째, 현상변경기준을 최소로 한다.
넷째, 2층 한옥이 대부분 건축면적이 크지 않기 때문에, 국가적 차원에서 매입하여 활용할 수 있도록 검토하도록 하며, 매입이 어려울 경우에는 지속적인 보수 지원을 통해서 거주자의 편의를 보상해 주도록 한다.
다섯째, 상업용 2층 한옥을 위해서 국가에서는 상점 홍보 지원을 할 수 있도록 한다.
여섯째, 주거용 2층 한옥의 경우에는 서울시 종로구에서 시행하고 있는 한옥체험살이 등과 같이 활용 할 수 있도록 지원하도록 한다.
도시문화유산으로서 2층 한옥 보호 방안은 2층 한옥이 멸실되기 전에 많은 연구가 되어야 할 것이며, 서둘러 법·제도에 적용되어야 한다.
본 연구는 희소성이 큰 2층 한옥을 통하여 도시문화유산의 보호가 잘 이루어지고 있는지 검토하는 목적으로 시작되어, 멸실될 위험에 처해있는 도시문화유산 보호의 기초자료로 활용될 수 있도록 연구하였다.
앞으로 멸실 방지 대책의 일환으로 서울 사대문 안 2층 한옥이 문화재로 지정되기 바라며, 도시농촌 간 차이점이 있는 문화재보호체계에 관한 규제 완화를 적용하여 도시문화유산으로 별도 관리되기를 바란다.

The two-storied Hanok that located in the city wall of Seoul is a form of urban cultural heritage and it is being highlighted as a building of modern times, but not protected, it is in a situation that is deformed or destructed.
The purpose of this study was refocusing the value of the two-storied Hanok and also was trying to study how to protect it as an urban cultural heritage.
The two-storied Hanok that located in the city wall of Seoul is worth enough as a cultural heritage. And it is also being repaired in a different way of other cultural assets and still contains the life of the city.
If the two-storied Hanok disappears, we will lose one of the many faces of the city.
Although the residents or users still protect the two-storied Hanok under the necessity, we will have to prepare the national protection measures to prevent the deformation and destruction of Hanok.
The method of the Hanok protection provisions could be the system of designated and registered cultural assets.
However, the registration and designation of the cultural assets of the two-storied Hanok has a limit within the current system, so I think both methods are not inappropriate so far.
Therefore, the ideal plan to protect the two-storied Hanok as the urban cultural heritage is considered to be designated as a cultural asset and be given extra incentives.
The measures for the protection of the two-storied Hanok as the urban cultural heritage are as follows.
1. Set the protection zone of cultural properties to a minimum except for the parts of the building.
2. Make the Hanok maintain in the original location rather than the way to reconstruct or relocate.
3. Make the standard of the changes in current conditions minimize.
4. Because the most of the building areas of the two-storied Hanok are not large, it should be reviewed to purchase and use at the national level. If it is difficult to give this purchase, it shall be compensated for the convenience of residents through continuous maintenance support.
5. Make the government support the store promotion for the commercial two-storied Hanok.
6. In the case of residential two-storied Hanok, it shall to be supported the good use like the homestay in Hanok that implemented by Jongno-gu, Seoul.
The protection plan for two-storied Hanok as the urban cultural heritage should be researched lot before the loss, it shall be applied the laws and the systems as soon as possible.
This study started with the aim of reviewing whether the urban cultural heritage has been well protected through the two-storied Hanok that is high in scarcity, it was also researched to be utilized as the basic information of the protection of the urban cultural heritage that is in danger to be lost.
In future, I hope the two-storied Hanok that located in the city wall of Seoul will be designated as the cultural assets for the prevention measures of destruction, also hope the two-storied Hanok be managed separately as the urban cultural heritage by applying the deregulation on the system of the cultural asset protection that has the difference between urban and rural areas.
