최근 세계화 시대를 맞아 국제 교류가 활발해지고 인터넷 등의 매체가 보편화되면서 국제 공용어인 영어의 중요성이 날로 증가하고 있다. 하나의 민족이 하나의 국가를 구성해 언어 면에서 의사소통의 어려움이 없을 때에는 굳이 공용어라는 개념이 필요 없으나, 이러한 세계적 흐름 속에 많은 비영어권 국가들은 국민의 통합과 불편함을 해소하기 위한 방법 중의 하나로 영어 공용화를 택한다. 그 중에서도 영어 공용화의 성공 사례로 꼽히는 싱가포르는 영어를 국제 경쟁력의 주요 요소로 키움으로써 다양한 인종 간의 언어 통일을 이루는 동시에 동남아시아의 경제 중심지로의 변모를 갖추게 되었다.
다민족 다언어 국가인 싱가포르는 민족어인 중국어, 말레이어, 인도어와 비민족어인 영어를 공용어로 채택하고 영어와 다른 한가지의 민족어를 유창하게 구사할 수 있도록 하는 이중언어교육 정책을 실시하였다. 그러나 각 민족어는 인종적 배경을 반영하여 상징적 기능을 고려한 것으로 언어 사용에 있어서 제한이 있었고, 영어는 중립적이고 효율적인 의사소통을 위한 것으로 사실상 현재 싱가포르의 제 1언어로 자리잡게 되었다. 그리고 이중언어교육 정책의 성공을 위하여 추진된 맨더린어 사용 캠페인은 중국계 싱가포르 인들의 의사소통과 이해 증진에 기여하였고, 모두가 공용할 수 있는 표준 영어를 사용하도록 권장하는 좋은 영어 말하기 운동을 통해 영어를 중심으로 민족 간의 화합과 국가적 연대를 증진하였다.
한편, 이러한 흐름 속에 한국에서도 영어 공용화의 움직임이 일고 있다. 영어 능력 향상을 위해 대두되고 있는 한국에서의 영어 공용화 문제는 미국 주도의 세계화에 적극적으로 편입하여 생존하기 위해서 영어를 국어와 함께 공용어로 정하자는 주장으로 소설가 복거일에 의해 처음으로 제기 되었고 찬반양론 속에 현재까지도 끊임없는 논란이 되고 있다. 지금까지 실시된 여론조사를 살펴보면 영어 공용화에 대한 인식이 비교적 긍정적으로 돌아서긴 했지만 새로운 언어 정책에 대한 신중함과 불안도 엿볼 수 있었으며 대체적으로 세계화 시대에 경쟁력을 갖추기 위한 영어의 필요성을 실질적으로 느끼고 있는 것으로 나타났다.
또한, 영어 공용화와 함께 다른 대안으로 떠오르고 있는 현 정부의 영어 공교육 정책에 대한 인식을 알아보았다. ‘한국에서의 영어 공용어화와 영어 교육 정책에 대한 인식조사’라는 주제로 설문조사를 실시한 결과, 영어의 실용적 필요에 의해 영어 공용화 문제가 대두되었으나 아직은 시기상조이며 한국어나 민족성 및 주체성을 보존하기 위한 방법들이 수반되어야 하는 것으로 나타났다.
영어의 필요성은 인정하지만 그렇다고 해서 그 방법을 전국적 영어 공용화에서 찾기 보다는 공교육의 변화나 영어 매체?캠프와 같은 실질적이고 현실적인 방안 마련이 절실하다. 언어는 문화의 산물이다. 단순한 언어학적 지식의 습득을 넘어 그 언어를 사용하는 민족이나 국가의 문화적 배경도 함께 이해하여야 한다. 한국에서의 영어 공용화에 대한 논의는 장기적 관점으로 바라볼 필요가 있으며 만약 공용화가 이루어진다면 영어 확산이 충분히 이루어진 이후에 자연스럽게 이어질 것이다.

As globalization makes international exchange more active and internet service becomes more common, the importance of English as an international language is growing. In the age of globalization, some non-English-speaking countries select English as an official language in order to make themselves unified and reduce difficulty in communication. Singapore is considered as one county which has been successful in making the different peoples of the state unified and becoming more international by making English official.
Singapore made Mandarin, Malay, and Tamil(three ethnic languages) official along with English and has been conducting a bilingual education policy requiring the learning of English and one ethnic language. Ethnic languages are, however, limited to restricted functions and English is considered as the number one language in its importance and status. And the Speak Good English Movement initiated by the Singaporean Government has made Singaporean English more standard and internationally recognized.
Officialization of English is also proposed in Korea, too. Novelist Pokgeoil first proposed it to promote the efficient learning and use of English among the Korean people. There have been supports and oppositions. In response to Pokgeoil’s proposal and hot debates have continued as to the officialization of English in Korean society. According to the surveys that have been conducted so far, generally positive attitude is observed to the officialization of English but also visible are worries and uneasiness about the proposal.
A survey was conducted in this study about the officialization of English and also about the newly proposed English education policy by the present government. The results of the survey showed that Korean college students are not yet fully comfortable with having English as their official language, and that if the officialization of English is implemented, it should be complemented with measures ensuring the protection of the Korean language and cultural identity.
The importance of learning and using English effectively is very important in the world now. But the realistic way of leading the Korean people to a higher level of English use is not yet making English an official language. Rather more practical and effective are changes in official English teaching system at school and expansion of English media and teaching camps. The officialization of English cannot be our short-term goal and must be viewed in a more long-term perspective.
