우리나라에서 노인주거 패러다임의 급격한 변화는 베이비부머 은퇴가 본격화 되면서 시작되었다. 한편 인구의 또 다른 축인 학령기 인구의 감소로 대학의 유휴 시설 및 토지의 발생이 가시... 우리나라에서 노인주거 패러다임의 급격한 변화는 베이비부머 은퇴가 본격화 되면서 시작되었다. 한편 인구의 또 다른 축인 학령기 인구의 감소로 대학의 유휴 시설 및 토지의 발생이 가시화되고 있는 상황이다. 본 연구는 이러한 인구통계학적 분석에서 기인하는 두 가지 문제의 접근 방안으로 대학캠퍼스 내 실버타운 개발이 합목적성을 갖추고 있다는 전제에서 시작하였다. 노인인구에 대한 시각이 배려와 보호의 대상이 아닌 창조성 있는 사회구성원으로서의 활동을 활성화 시키는 측면에서 크리에이티브 에이징을 실버타운 개발에 접목하고자 하였다. 따라서 본 연구의 목적은 노인세대의 선호요인을 반영한 대학캠퍼스 내 크리에이티브 에이징 실버타운 개발에 대한 다양한 방안을 도출하여, 성공적인 노후생활을 지원하는 데 있다. 본 연구는 AHP 분석을 통한 중산층 대상의 유료노인주거복지로서 대학캠퍼스 내 크리에이티브 에이징 실버타운 개발에 대한 수요자의 시각과 표적집단면접(FGI)을 통하여 조사된 공급자 시각이 균형 있게 반영된 개발방안을 도출하고자 하였다. 연구를 통하여 분석된 개발의 지향점을 요약하면, 첫째 크리에이티브 에이징 서비스 환류가 노인의 이상적인 삶에 대한 생태계를 형성하고 가치가 상승할 수 있는 크리에이티브 에이징 개발방안을 제시한다. 둘째, ‘대학캠퍼스 부지를 활용한 입지의 최적화’를 이루기 위해서는 접근성, 쾌적성, 자연 친화성, 편리성, 안전성 측면의 설계와 디자인이 반영되도록 한다. 셋째, ‘교육 프로그램 서비스’에서는 생산적 기능 교육프로그램, 문화·예술적 교육프로그램, 건강·질병관리 교육프로그램으로 나누어 맞춤형 교육프로그램을 제시한다. 넷째, ‘대학 인프라 및 네트워크 연계서비스’는 인적 자원, 정보및 교육시설, 교육목표 실현을 위한 인프라 및 네트워크에 대한 연계활용 프로그램을 개발하고 실행한다. 다섯째, ‘생활 지원 서비스’는 생활전반에 관한 맞춤형 서비스 제공과 시설지원을 반영하여 개발한다. 여섯째, ‘맞춤형 콘텐츠 서비스’는 인문 기반, 프로젝트 기반, 디지털 기반, 건강·문화·예술 기반의 프로그램으로 개발하고 서비스한다. 일곱째, ‘수요자 가치관에 따른 선호요인’은 크리에이티브 에이징 프로그램을 접목하여 노후생활을 위한 완성도 높은 서비스지원체계의 맞춤형 시스템을 구축한다. 여덟째, ‘세대 간 통합 커뮤니티’는 커뮤니티의 특성에 따라 생산적 기능 활성화와 사회활동 증진 방안이 활용되도록 한다. 아홉째, ‘시설연계 활용’에서는 서비스 운영과 지역사회 교류를 중점으로 실버타운과 지역사회 운영비와 사회적 비용을 줄이면서 사회복지 효과를 증진하도록 한다. 마지막으로 대학캠퍼스 내 실버타운이 학교기업으로서‘경제성’을 현실화하기 위하여‘투자비 절감형 수익 모델’ ‘통합 운영형 수익 모델’ ‘창조적 활동 기반형 수익 모델’로 수익창출이 가능한 구체적 방안을 제시한다. 본 연구에서 제시한 대학캠퍼스 내 크리에이티브 에이징 실버타운 개발방안은 고령사회, 학령인구 감소라는 두 가지 문제해결에 접근하는 새로운 방법이 될 것이다. 아울러 대학캠퍼스가 노년층과 청년층의 세대 및 사회적 통함의 매개체가 되고, 노인주거의 질적 향상과 성공적인 노화를 지원하는 장소로서 노인복지에 중추적 역할이 되기를 기대한다.

Meanwhile, due to the reduction of school-age population, another pillar of population, the occurrence of unused facilities and land in university campus has visualized. This study began based on the premise that the development of silver town in university campus has rational background with the approach of two issues resulted from this demographic analysis. It also applies creative ageing to the development of silver town from the view that we revitalize the elderly as a member of society with creativity not as a subject of care and protection. Therefore, the purpose of this study is to support successful life for them by drawing various measures regarding the development of creative ageing silver town in university campus by reflecting the preferences of the elderly generation. This study has proceeded to draw a development plan which reflects the views of consumers through the AHP analysis and providers through focus group interview. Summarizing the direction of analysed development from this study, first of all, the development plan, in which creative aging service flow forms the system of ideal life for the elderly and its value increases, is suggested. Second, the design for accessibility, comfortability, nature-friendliness, facilities of use, and safety should be considered in order to ‘optimize the university land and facilities as a location for silver town’. Third, ‘educational program service’ should include the various programs related to productive technical training, cultural and artistic training, and disease/health care training. Fourth, ‘university infrastructure and network connecting service’ should be utilized by connecting between infrastructure and network. Fifth, ‘life support service’ is required to provide customized services and necessary facilities for all aspects of their life. Sixth, ‘personalized-content service’ should be developed as humanities-based, project-based, digital-based, health, culture and arts-based programs. Seventh, it is necessary to produce high-quality customized service for the elderly by applying creative ageing program to ‘preference factor based on consumer values’. Eighth, ‘integrated community between generations’ must be utilized to activate productive functions and increase social activities depending on the characteristics of community. Ninth, in the aspect of ‘facility connecting utilization’, the effect of social welfare should be enhanced by operating social services and interacting with communities. Finally, specific plans to make profits with 'investment-efficient business model', 'integration operated business model', and 'creative activity-based business model' were suggested to realize silver town as university based enterprise economically. The creative ageing silver town development in university campus suggested in this study will be a new way to approach the two issues; aging society and reduction of school-age population.
