21세기 사회경제적 흐름이 더욱 가속화되어감에 따라 전반 사회적으로 문화 수준 및 생활이 향상되고 있다. 이러한 시대에는 지식정보가 일상생활, 사회활동, 경제발전, 국가경쟁력에 동인으로 작용하기 때문에 모든 구성원이 지식정보 해득력을 구비해야 한다. 그러나 이런 지식정보시대에 있어 장애인은 도서관 이용과 정보의 접근 및 취득에 있어서 여러 가지 제한요소로 인하여 많은 어려움을 겪고 있다.
이러한 변화에 따라 세계 주요 선진국들의 도서관 서비스에 대한 운영체계를 보면 보편적으로 우선 고려해야 할 대상은 장애인으로 인식하고 그중 시각장애인을 주요 이용대상으로 고려하고 별도의 국립시각장애인도서관을 설립 및 운영하고 있고 또 그에 따른 시각장애인 시설기준을 규정하고 있다.
그러나 현재 국내는 복지관이나 종교단체에서 점자도서관을 운영하고 있고 또 국가의 예산 지원이나 장애인도서관과 공공도서관의 상호연계도 미약한 실정이다. 따라서 시각장애인도서관 시설기준에 관하여서도 국내는 규정하고 있지만 더욱 만족스러운 도서관 서비스를 제공하기 위해서는 많은 개선이 필요하다. 그러므로 시각장애인도서관의 공간구성에 있어서 관리자공간 및 이용자공간에 따라 재구성이 필요하며 또 각 영역에 따른 소요시설 배치 및 계획에 있어서도 시각장애인서비스를 원활하게 지원 할 수 있도록 효율적으로 계획하여야 한다.
따라서 본 연구는 국내 시각장애인도서관과 장애인복지나 장애인서비스 정책면에서 앞서 나아가고 있는 국외 선진국들의 시각장애인도서관들을 사례대상으로 지정하고 국외의 실정과 국내의 현황을 비교분석하여 개선방안을 제시하는 것으로 연구를 진행하였다.
조사방법으로는 국내, 외 시각장애인도서관에 대한 방문조사를 진행하였으며 사서 및 담당자에 대한 이메일 및 인터뷰 등 서면을 통한 조사방법으로 실증적 분석을 진행하였고 연감 및 문헌조사, 웹 조사 등을 통해 분석하였다.
분석내용으로는 우선 시각장애인도서관의 이론적 고찰을 바탕으로 국내의 한국 점자도서관, 대구대학교점자도서관을 선정하였고, 국외의 사례로는 동경일본점자도서관, 중국점자도서관을 선정하여 시각장애인도서관의 운영체계, 프로그램, 시설기준, 공간구성 등을 분석하였으며 종합분석 내용에 따라 국립시각장애인도서관 계획안을 계획하였으며 분석결론은 아래와 같다.
첫째, 국내의 시각장애인도서관 운영체계는 국가주도형인 국립시각장애인도서관을 마련하여 국가의 정책과 예산을 수립하고, 주 기능으로 대체자료 제작, 수집, 보존 및 배포로 하고 보조기능으로 대출열람서비스 지원을 수행하여야 한다.
둘째, 국립시각장애인도서관 공간구성에 있어서 단순히 시각장애인 대체자료만 대출하는 업무에서 벗어나 이용자들을 대상으로 다양한 문화교육 서비스를 제공할 수 있는 프로그램들을 수행해야 할 역할의 필요성이 있다.
셋째, 국립시각장애인도서관 공간구성비율에 있어서 시각장애인특수자료지원영역은 (10%-30%), 자료서비스영역은 (10%-21%), 업무관리영역은 (10%-35%), 문화교육영역은 (3%-29%), 공용영역은 (30%-42%)로 제안한다.
본 연구는 국내, 외 시각장애인도서관의 운영체계 및 공간구성을 살펴보고 국내의 현황을 파악하고 문제점을 도출하여 운영체계 및 공간구성에 있어 합리적인 제안을 하고자 하였다. 국립시각장애인도서관 신설을 계획 시 이러한 공간구성의 재구성을 통하여 효과적이고 합리적인 공간운영을 위한 기초적 데이터를 제시하는데 본 연구의 의미를 두고자 한다.

The information plays an important role in daily life, social activity, economic development and national competitiveness, thus all the members of society should have the comprehension ability of information. However, lots of people with disabilities are experiencing difficulties in accessing and acquiring information.
Some of the developed countries established National Library for the Blind with priority given to the people with visual impairment and stipulated facility standards accordingly.
Hence, some of the domestic social welfare institutions or religious groups developed library of the blind, but the intercommunication between national support, braille library and public library is still weak. Accordingly, even with the stipulated facility standards for people with visual impairment, lots of improvement is still required in order to provide a more satisfactory service system. Therefore, the Space Composition of library for the blind need to restructure the administrator space and user space based. To provide efficient service, it is necessary to rearrange the space composition based on the demand of each space.
Firstly, the national library for the blind is the main domestic operation system of library for the blind. The main service should include manufacturing braille book and collecting as well as preserving braille books. And the auxiliary service should include loaning service.
Secondly, it is necessary for the National library for the blind to provide not only braille book loaning service but also develop diverse culture education service support program as well.
Thirdly, it is proposed that the Space Composition ratio of special collections for visual impaired people should keep in 10%~30%, the collection service space ratio should keep in 10%~21%, the space ratio of operation management should keep in 10%~35%, the space ratio of culture education is 3%~29% and the public space ratio is 30%~42%.
This reviewed the domestic and foreign operation system of the library for the blind. This also deduce the problems of domestic library for the blind and provide a reasonable proposal of operation system and space composition for the library for the blind. This research contributes to plan facility of the National library for blind by restructuring space composition and providing academic data.
