글로벌 시대의 제2외국어였던 영어가 이제는 세계 영어(World Englishes)라는 칭호를 받으며 그 쓰임과 역할이 더욱 확대되어지고 있다. 영어를 사용하여 의사소통을 하는 사람들 중에 영어를 모국어로 하는 사람의 수보다 그렇지 않은 사람의 수가 더 많다고 하니 이러한 시대적 흐름에 발맞추어 우리나라 현 영어교육의 주목적 또한 점차 의사소통 능력 배양으로 그 초점이 맞추어 졌다. 본 연구는 의사소통 능력 배양에 앞서 바람직한 의사소통 능력의 정의를 알아보고 앞으로의 영어교육에 대한 발전적인 방향을 모색하기 위해 시작하였다. 따라서 연구는 한국인들이 발화하는 영어에 나타나는 음운적 특징을 초분절 현상의 대표 요소인 강세, 억양, 유창성에 중점을 두어 분석하였으며, 또한 이러한 특징으로부터 예상할 수 있는 잠정적 의사소통 문제점과 이를 개선할 수 있는 교수법을 조사해 보았다.
연구는 한국인들의 영어발화 동영상 약 25개를 유투브에서 발췌하였고, 이를 대상으로 5명의 외국인 평가자들에게 평가지 작성 및 인터뷰를 실시하였다. 그에 대한 연구 결과는 다음과 같다. 많은 한국인들은 단어의 끝음절을 축소시키거나 탈락시키고 올림조와 내림조가 분명하지 않는 단조로운 억양을 가졌다. 단어의 첫음절에 강세를 많이 두고 발음하는 경향과 강세로 품사를 구분하여 발화하지 못하는 특징 또한 많은 발화자들에게 찾아 볼 수 있었으며, 계획적 비계획적 발화 간에 준비성으로 인한 약간의 특성차가 존재했지만, 강세와 속도를 제외한 주로 모든 평가 요소에서 계획적 발화가 좋은 평가를 받았다.
그러나 본 연구에서 연구대상자(발화자)들은 한국어를 모국어로 하며, 한국 문화권에서 자라 한국 영어 교육을 통해 영어를 학습하였다는 공통점 외에 해외거주 경험, 언어적인 감각, 동기 등 많은 개인차를 지니는 소수집단을 대상으로 한 질적 방법이므로, 좀 더 명확한 배경과 공통점을 가지는 다수의 집단을 나누어 각 집단을 상대로 질문지 방식의 양적 방법에 의한 보다 다양하고 포괄적인 후속연구가 필요하다. 한국인들이 영어를 발화할 때 가지는 보편적인 음운적 특징들은 영어라는 언어적 성격의 또 다른 일면을 보여주기 때문에 한국 교육에서 간과하기 쉬운 언어적 특성이라 말할 수 있다. 그러므로 본 연구의 결과는 영어 교육 측면에서 학습자보다는 교육자의 참고 자료 및 지식으로 효과적이게 활용될 수 있을 것이다.

The spread of English that was a second language has now been more accelerated as world English in today's globalization era. It's said that nonnative English speakers who communicate in English outnumber native English speakers, and English education in our country gradually focuses on improving communicative competence in line with such a trend. The purpose of this study was to examine the definition of desirable communicative competence and some of the right directions for English education in the future. The phonetic characteristics of Korean people's English utterances was analyzed in terms of stress, intonation and fluency, which were the typical elements of suprasegmental phenomena, in order to find out what problems they might possibly face during English communication, and then how to teach them to eliminate their potential problems was investigated.
After approximately 25 video clips of Korean people's English utterance were selected from Youtube, five foreign evaluators were asked to rate the video clips in writing, and they were interviewed as well. The findings of the study were as follows: Many of the Korean people abridged or omitted the final syllables of words and had a monotonous intonation without discriminating between the rising and falling of the final part of a sentence. Many had a tendency to stress the first syllables of words, and another characteristic was that a lot of them didn't discriminate parts of speech with their stress. There were some differences between planned and unplanned utterances according as the utterers made a preparation for their utterance or not, but the planned utterances were rated higher in every part except stress and speed.
Although the subjects(utterers) in this study had something in common, there were a lot of individual variances among them. Their native language is Korean, and they has grown in the Korean cultural bloc and received English education in Korea. But they are likely not to be the same in terms of the experience of living abroad, linguistic sense and learning motivation. Thus, a qualitative research was implemented in this study by selecting just a small group of subjects. In the future, a large number of subjects who have something in common and whose background information is possible to obtain should be selected and divided into several groups, and then a quantitative research method should be employed by conducting a survey on each group to make a more diversified and extensive follow-up research. Since the universal phonetic characteristics of Korean people's English utterances reveal another aspects of the linguistic nature of English, these characteristics could be said as verbal characteristics that might easily be overlooked in Korean education. Therefore the findings of the study are expected to provide more useful information for English educators than for English learners.
