단일민족 국가로서 오랜 역사를 자랑하던 우리나라는 90년대 중반부터 국제결혼 건수가 증가하여 2005년에 이르러 최고를 기록하게 된다. 특히 2005년 국제결혼을 한 10쌍의 부부 중 7쌍이 한국 남자와 외국인 아내로 이루어졌다. 그러나 급격한 국제결혼의 증가는 2005년을 기점으로 서서히 감소 추세를 보이고 있는데 이는 국제결혼을 통해 나타난 언어소통 불가, 문화적 차이, 결혼 후 이주여성의 잠적, 혼혈 자녀의 사회적 편견 등의 여러 가지 문제점과 함께 전체적인 결혼 감소 추세 등의 경제적 상황들이 혼합된 결과로 생각된다.
이들 결혼 이주여성 또한 한국인의 한 구성원으로서 국가의 지원과 관심이 필요한 대상이며 특히 문화적 배경이 다른 이들에게 한국의 언어와 문화를 교육함으로서 한국인의 한 구성원으로 더 빨리 정착할 수 있는 계기를 마련해 주어야 한다. 이를 위해 결혼 이주여성의 교육, 특히 한국어 교육은 반드시 필요하며 이들의 환경과 특성을 고려한 전문화된 한국어 교재 개발 또한 시급히 필요하다.
본 연구는 이러한 취지 하에 진행되었으며 이를 위해 우선 결혼 이주여성 대상 한국어 교재 개발과 관련된 선행 연구를 재검토하고 현재 정부가 추진하고 있는 결혼 이주여성 관련 교육기관 현황을 살펴보았다. 2008년을 기준으로 살펴본 결혼 이주여성 관련 교육기관 현황은 대도시보다는 농촌 지역에 더 많은 지원센터가 지정되어 있고 특히 농촌 지역의 경우는 지원센터에서의 교육이 아닌 가정 방문 교육이 주를 이루고 있었다. 이는 농촌 지역의 원거리의 지리적 특성상 집약식 교육이 아닌 방문 교육이 더욱 적합한 상황임을 고려한 것이다.
현행 결혼 이주여성을 대상으로 한 한국어 교재로는 여성가족부가 편찬하여 각 지역별 다문화가족지원센터에서 주 교재로 사용하고 있는『여성 결혼이민자를 위한 한국어 교재』(초급)을 집중적으로 검토함으로써 이 교재가 결혼 이주여성을 대상으로 한 교재로서 적합한지 그 타당성을 검토하였다. 그 결과 상기 교재는 결혼 이주여성의 한국 사회 조기 정착을 돕는데 그 목표를 두고 있으나 본 연구에서 검토한 결과 결혼 이주여성을 위한 전문화된 한국어 교재로는 다소 미흡한 부분이 있는 것으로 파악되어 대안으로써 새로운 교재 개발을 제안하였다. 이를 위해 결혼 이주여성의 한국어 발화에 나타나는 특징과 문제점을 살펴보고 선행 연구자들의 요구조사 결과를 재검토하는 한편 각 교재의 문제점을 바탕으로 새로운 교재 개발의 기본 방향을 제안하고 이를 통해 교재의 단원 안과 실제적인 단원 모형을 제시하였다.
그러나 본 연구 또한 결혼 이주여성의 시각에서 바라보았을 때 그들의 실제 생활을 반영한 교재로서는 다소 미흡한 부분들이 있을 수 있다. 특히 도시지역의 결혼 이주여성과 농촌 지역의 결혼 이주여성은 환경적 요인에 의해 한국어 교육 방법이나 교재의 내용에 차이를 두어 교재 개발과 교육 방법을 개발하여야 함에도 불구하고 현재 대부분의 연구에서는 이러한 부분을 간과하고 교재 개발을 하고 있다. 또한 본 연구에서는 실제적인 단원 구성안은 제시하였지만 실제 수업에 적용해 보지 못해 그 결과와 문제점을 파악하지 못한 부분이 있는데 이는 향후 시간적 여유를 가지고 더욱 심도있는 연구가 필요할 것으로 생각한다.

This study aims at developing elementary-level Korean language textbook which is appropriate for female marriage immigrants becoming a new member of Korean society due to the remarkable increase of an international marriage to help them settle early in Korean society.
Now, 『The Korean Language Textbook for Female Marriage Immigrants』manufactured and supported by Ministry of Gender Equality and Family(current, Ministry for Health, Welfare and Family Affairs) has been distributed as the Korean language textbook for them, in view of their realities of life, but, the dialogue in the textbook is so simple, it is difficult to understand the explanation of grammar without the help of a teacher and honorific expressions which are the basics of communication in Korean society are not introduced sufficiently. Rather, actually these situations interfere with their learning effect due to the composition of a textbook which is irrelevant to the reality. Accordingly, this study tries to make a plan about development of more appropriate textbook by composing a new Korean language textbook which is helpful for their actual life especially, an elementary-level textbook which is the basic of the life in Korea. For this, how to study are as followings.
Firstly, this study examined the preceding studies about the development of the Korean language textbook for female marriage women, but the development of a textbook for them was yet insignificant compared with various studies in relation to the development of a textbook on a general purpose.
To investigatethe current status for educational facilities of the Korean language for female marriage women, in chapter Ⅱ, this study understood that the number of multicultural families support centers is appropriate for the number of female marriage immigrants by comparing the current status for the educational facilities with the number of international marriages around multicultural families support centers of all around cities and provinces supported and managed by Ministry for Health, Welfare and Family Affairs. Also, it understood the current status for elementary-level textbooks for them, selected total 4 textbooks a textbook (elementary level)『We are the one with concern, love and harmony』published by Chungcheongbukdo Office of Education (2006), 『My Mother's Korean Language』 published by Ministry for Food, Agriculture, Forestry and Fisheries (2007),『Staring Korean Language for Female Marriage Immigrant』 published jointly by Ministry of Gender Equality and Family and The National Institute of the Korean Language (2007) and 『Korean Language Textbook for Female Marriage Immigrants』(Elementary Level) published by Ministry of Gender Equality and Family (2005) among the textbooks as the objects of analysis, examined each organization and strong & weak points in the textbooks and then searched for the direction of improvements, too.
In Chapter Ⅲ, the basic directionto develop a textbook was suggested based on the problems discovered by the features on female marriage immigrants' communication in Korean, the result on the investigation of the precedent requirement and the analysis of above textbooks in order to plane how to develop an elementary-level textbook. The basic directions to develop a textbook suggested by this researcher are for the textbook - around learners, focusing on communication, is a systemic and segmentated, that it is able to have high learning motive by arousing the interests of learners, reflects cultural factors, emphasizing on systemic learning of grammar and it is able to learn by oneself without the help of a teacher. This study composed the units of a textbook based on such basic directions and simultaneously suggested the actual subjects of units.
In conclusion, generally the problems of this study, the future improvements and research topics were suggested.
Female marriage immigrants in Korean society are the subjects in need of national support and concerns as a new member who gets married with a Korean male. So, a government should arrange the opportunity that they are able to settle promptly as a member of Korea through the education of the Korean language and culture. Therefore, it is surely necessary for developing the Korean language textbook for them and urgently developing a specialized Korean language textbook considering their circumstances and specialties, too.
