텔레비전 자막은 노래의 가사나 출연자 또는 지명 등을 소개하기 위해 주로 사용되면서, 꼭 필요한 경우가 아니면 그 필요성을 느끼지 못하는 정보 전달의 보조 수단에 머물러 있었다.
하지만 21세기 들어, 장비의 발달과 더욱 치열해지는 시청률 경쟁으로 인해 자막의 사용은 눈에 띄게 늘어났고, 이제 자막은 방송제작 요소의 중요한 구성요소로 자리잡았다. 하지만 이러한 자막의 남용은 프로그램 전반에 걸쳐 심각한 부작용을 낳고 있는 실정이다. 그러므로 이 연구는 우리나라의 대표적인 공중파 방송 3사의 프로그램들을 중심으로 자막의 사용 현황과 그 문제점에 관하여 생각해 보기 위해 실시하였다.
분석할 방송 프로그램은 뉴스, 시사·교양 그리고 연예·오락 프로그램등 세 가지 유형으로 나눈 후, 방송 3사별로 2～3개의 프로그램들을 유형에 맞추어 선별하였다. 이렇게 선별된 프로그램에 삽입된 자막을 양적인 측면과 질적인 측면으로 나누어 접근해 보았다.
양적인 측면은 전체 방송시간 동안 등장한 자막의 횟수, 즉 분당 빈도 수로 나타내어 프로그램 유형 별로 얼마나 많은 자막이 사용되었는지 측정해 보았다. 그리고 질적인 측면은 자막이 수행하는 기능과 그 문제점 그리고 방송언어로서 부적절한 사례로 나누어 접근하였다. 이 중 자막이 수행하는 기능은 두 가지 기능 즉, 정보 전달을 위한 보조 수단으로서의 기본적 기능의 자막과 시청자들의 흥미를 유발시키고자 삽입한 부가적 기능의 자막으로 분류하였다.
먼저 양적인 측면에서 살펴보면, 뉴스 프로그램을 제외한 다른 유형의 프로그램 전체적으로 높은 자막 빈도 수를 보였다. 이 중 시사·교양 프로그램이 분당 평균 5개, 연예·오락 프로그램이 분당 10여 개의 자막이 등장하여, 시청률 경쟁이 치열한 오락 프로그램일 수록 자막 의존률이 심화되고 있음을 알 수 있었다.
질적인 측면에서의 자막 활용 현황을 살펴본 결과, 기본적 기능과 부가적 기능의 자막 사용수치가 다르게 나타났다. 즉, 뉴스 프로그램은 자막의 사용이 최대한 절제되었으며 정보 전달의 보조 수단이라는 기본적 기능에 충실한 반면, 시사·교양 프로그램이나 연예·오락 프로그램 모두 흥미 유발을 위한 부가적 기능의 자막 사용 수치가 점점 높아져가는 것을 확인하였다. 이 중 연예·오락 프로그램은 평균 비율이 1:4 정도로 기본적 기능의 자막 보다 부가적 기능의 자막 사용이 빈번하였다.
특히, 부가적 기능의 자막 중 연출자의 의도를 나타낸 경우가 차지하는 비중이 매우 높아가고 있는 실정으로, 이러한 현상은 제작자의 의도가 시청자들에게 일방적·일률적으로 전달되면서, 시청자들의 자율적인 시청 행위를 방해하는 부작용을 낳고 있다.
또한 방송언어로서 자막의 남용 사례 또한 심각한 수준에 이르렀는데, 특히 방송 언어로서 부적합한 저질의 대사나 농담 등이 띄어쓰기를 무시한 채 자막으로 그대로 처리되고 있어, 시청자들의 올바른 언어습관에 악영향을 미칠 우려를 낳고 있다.
이러한 자막 사용의 부작용은 제작자의 지나친 제작 의욕에 비해 자막의 부정적인 영향력에 관한 인식 부족과 시청자의 무관심에 의한 것이 대부분이다. 자막의 기능에 관한 제작자의 올바른 인식과 시청자의 적극적인 관심이 무엇보다 필요하다.

Captions used in TV programs have been regarded as the subsidiary means to convey information. However, as the development of broadcast equipments and competition of audience rate, captions are one of the most important factors in the production of TV program in 21st century.
The purpose of this study is to explore the practical present situation and the controversial points of captions in the TV programs of major broadcast television stations. The programs have been classified into three genres such as news program, current events·cultural program and entertainment program.
Captions in television program have been studied by two kinds of point of view, quantitative and qualitative. Quantitative point of view stands for the number of captions that appeared during the length of a program. Qualitative point of view represents three things; functions that captions carry out, problems caused by discharge of the function and unsuitable cases for a broadcast language. Functions were classified in two categories; primary function and secondary function. Primary function is used to assist in the essential communication between program producer and TV audience. Secondary function is used to arouse the TV audience's interest in spite of the unnecessity.
In result, in quantitative point of view, the order of high frequency of captions is entertainment program, current events·cultural program and news program. It shows that entertainment program that has great weight on audience rate tends to use captions more often.
In the qualitative point of view, it is easy to understand the difference certainly by program genre. Entertainment program use the secondary function of captions a lot in contrast with news program which firmly maintain to use the primary function of captions. In current events·cultural program, both functions of captions are used according to its situation. However, the use of secondary function of captions has been increased in current events·cultural programs as a sequel to emphasize the entertainment function more. But misuse of secondary function's captions caused many problems including the interrupting the self-control watching of TV audience.
As a broadcast language, misusage of captions has resulted in serious level, especially the vulgar dialog or joke unsuitable for a broadcast language were treated by captions without following proper grammatical order such as spacing words, this effects a bad influence to the TV audience's right language life.
As above, the problems caused by captions are increasing. This is because of the lack of recognition about the negative influence of captions in compared with producer's strong intension. Even now, program producer needs to have a right understanding about captions and continues a responsible effort to make those problems right. All broadcast television stations have to make a writer use a perfect command of Korean language in captions on TV Broadcasting. Captions can be an efficient means make a high-quality program, only if when they be used on right time and at right place.
