이 연구의 목적은 국내에 유입되는 외국인 근로자의 입국 전후 각 단계별 한국어 교육에 대한 실태를 파악하고 나아가 이를 바탕으로 외국인 근로자 대상 한국어 교육의 개선 방안을 제시하는 데 그 목적이 있다. 이는 최근 외국인 근로자 도입을 둘러싼 각종 변화된 정책에 부합하고 이들의 실제성 있는 한국어 능력 향상을 위한 방안을 모색하기 위함이다.
이에 본 연구에서는 1장에서 연구의 목적과 필요성, 외국인 근로자 대상 한국어 교육의 선행 연구들을 검토하고 연구 대상과 연구 방법을 기술하였다. 2장에서는 고용허가제를 통해 국내에 들어오는 외국인 근로자 송출국 현지에서의 한국어 교육의 현황을 국외 세종학당 몇 곳의 교수자 대상의 설문조사 결과를 통해 살펴보았다. 또 외국인 근로자 대상의 한국어 교재를 분석하고, 외국인 근로자들을 국내로 송출하는 국가에서의 세종학당의 운용 현황에 대해 개괄적 또는 몇몇 사례를 살펴보았다. 이어서 3장에서는 국내에 입국한 외국인 근로자를 대상으로 실시한 설문조사의 결과를 공유하고 분석함으로써 학습자 입장에서 바라본 입국 전후 각 단계별 한국어 교육의 실제와 요구도를 살펴보았다. 그리고 4장에서는 앞서 살펴본 문헌 검토와 사례, 교수자와 학습자 대상 설문조사 등을 통해 얻어진 시사점과 결과를 바탕으로 EPS-TOPIK, 한국어 교재, 교육과정 및 한국어 교육 프로그램, 인력 송출국 세종학당의 역할 등의 외국인 근로자 입국 전후 각 단계별, 부문별 개선 사항에 대해 몇 가지 제안을 하였다. 마지막으로 5장에서는 본 연구의 의의와 한계점, 후속 연구에 대한 제안 및 앞서 제안했던 사항들을 다시 한 번 정리하여 서술하였다.
외국인 근로자는 이제 우리 사회를 구성하는 중요한 구성원이자 우리 경제를 움직이는 비중 있는 인적 자원이 되고 있다. 그 수요는 앞으로 더 증가할 것이며, 공급의 특성 또한 다변화될 것이다. 최근 정부도 각종 정책 변화를 통해 이들을 지원하고 산업현장의 수요에 부응하고 있다. 이러한 때외국인 근로자 대상 한국어 교육도 이러한 정책 변화에 걸맞은 능동적인 교육의 방향으로 나아가야 한다.
본 연구에서는 외국인 근로자 대상 한국어 교육의 변화의 큰 틀 속에 몇 가지 개선 방안들을 제안하였다. 이후 외국인 근로자 대상 한국어 교육의 단계별, 부문별 연구가 광범위하면서도 세세하게 이어져 이들의 실제성 있는 한국어 능력 향상에 도움될 수 있기를 기대한다.

The purpose of this research is to grasp the present status of Korean education for foreign workers before and after the entry by phased progression, and to make a suggestion for the improvement of Korean education based on the study of the current situation. This is not only compliant with recently changed policies over the introduction of foreign workers, but also beneficial to their effective realization by the practical improvement of their language skills in Korean.
In this study, the purpose and necessity of this research is explained, the previous studies on Korean education for foreign workers, and the object and a methodology of study.
In chapter 2, results of the survey is described, targeting the instructors in some overseas Sejong Hakdang to review the status of Korean education for foreign workers through the Employment Permit System. In addition, I analyzed the Korean textbooks for them and an overview of the general management of Sejong Hakdang by giving several examples.
In chapter 3, by presenting and analyzing the results of the questionnaire survey of foreign workers in Korea, investigation of the actual conditions of Korean education in stages before and after their entrance and their demands from the point of view of the learners took place.
In chapter 4, based on the review of literature on the subject examples, and questionnaire survey of both instructors and learners discussed earlier in the , I made several suggestions for the improvements in stages and by sector of general Korean education for foreign workers before and after the entry including EPS-TOPIK, Korean texts, curriculums, educational programs, and the role of Sejong Hakdang in foreign countries sending workers.
Finally in chapter 5, I described the significance and the limit of this thesis, and submitted a proposal for further studies needed for the future.
Nowadays, foreign workers have become important members in our society and play substantial roles in Korean economic development as human resources. The demand for them will increase, and suppliers' individual characteristics will be diversified. Recently, the Korean government is supporting them by change of policies, matching the demand of industrial settings accordingly. Therefore, Korean education for them has to proceed toward the direction of active education correspondingly to the policies.
This study provided clear evidence that the current Korean Education for foreign workers has to improve, making suggestions for the improvement. I hope more researches continue on the Korean education subject in various aspect and they would contribute to the improvement in the foreign workers' proficiency in Korean.
