한국 사회는 과거 수천 년 동안 단일민족의 신화에 기반을 두고 고유의 정체성과 전통성을 구축하여 왔다. 그러나 최근 우리 사회는 2007년 외국인 인구가 총 인구의 100만명을 넘어섰고, 국제결혼이 전체 결혼의 13%를 차지할 정도로 크게 증가하면서 국제결혼 가정 자녀교육 문제는 외국인 근로자가정 자녀교육 문제와 함께 사회적 문제로 대두되고 있다. 다문화 가정 학생들은 가정의 소득수준이 낮아 경제적으로 어려울 뿐만 아니라, 부모도 사회 적응에 힘들어 하고 있기 때문에 가정환경이 열악한 경우가 많다. 또한 학교 교육 측면에서는 한국어 구사 능력의 미비와 익숙하지 못한 학교 문화 속에서도 갈등을 겪고 있다. 이러한 문제는 정보 접근성 및 정보 활용 능력에도 그대로 연결되고 있다. 국가 인권위 실태 조사에 따르면 다문화 가정 학생의 경우 컴퓨터를 가지고 있지 못한 경우가 많고 학습 과정에서 약 16% 만이 TV나 컴퓨터, 오디오 등의 매체를 활용하는 것으로 조사되어 학습 목적의 ICT활용이 낮은 수준으로 나타났다. 이로 인해 정부 차원의 소외계층 지원 사업 대상으로 PC, 인터넷 통신비를 지원받고, 사이버가정학습 우선 수혜군 혜택 등을 제공받고 있으나 이들의 정보격차 문제를 해소하기에는 미흡한 형편이다.
다문화 가정의 학생들을 위한 교육에 관심이 높아지면서 다문화 가정 학생들의 기초학습 능력과 관련된 연구가 진행되고 있으며 또한 국어, 사회, 음악, 미술 교육 등에서도 다문화 교육과정에 관한 연구가 이루어지고 있다.
학교 교육에서는 기초학습 능력이 상대적으로 낮고 문화 부적응으로 어려움을 겪고 있는 다문화 가정 학생의 교육 격차를 줄이고 한국문화에 적응 할 수 있도록 돕기 위해 방과 후나 토요일, 방학을 이용하여 다문화 가정 학생을 위한 교육 프로그램을 운영하고 있다. 교육 프로그램은 주로 읽기, 쓰기, 기초 수학을 중심으로 기초학력을 향상 시킬 수 있는 프로그램과 문화 체험활동 프로그램이다. 그러므로 본 논문에서는 다문화 가정 학생들이 지식정보화 사회에서 필요로 하는 기본적인 정보 소양능력을 기르고, 이를 학습 활동과 일상생활에 적극적으로 활용하는데 필요한 컴퓨터 교육 내용을 학교 교육 현장의 실정에 맞추어 방과 후나 방학을 이용하여 다문화 가정 학생들을 지도할 수 있는 보충학습 과정으로써 컴퓨터 교육내용을 제안하고자 한다.
따라서 본 논문에서는
첫째, 다문화 관련 선행 연구와 교육과학기술부 지정 연구학교에서 다문화 가정 학생을 위해 실시했던 교육내용을 분석하여 다문화 가정 학생을 위한 교육 요소 ‘문화 배우기’, ‘언어 익히기’, ‘기초학습’을 추출하였다.
둘째, 추출된 교육요소를 바탕으로 다문화 가정 학생을 위한 컴퓨터 교육영역 ‘컴퓨터로 문화 배우기’, ‘컴퓨터로 언어 익히기’, ‘사이버 학습’, ‘사이버 윤리’를 선정하고,
셋째, 초등학교 교과서와 초등학교 컴퓨터 교과서, ICT 교육운영 지침을 분석하여 각 영역에 관련된 교육 요소를 추출하였다.
넷째, 추출된 교육 요소를 바탕으로 다문화 가정 학생을 위한 교육 내용을 개발하였으며,
다섯째, 개발된 컴퓨터 교육내용의 타당성을 검증하기 위해 다문화 연구학교에서 다문화 가정 학생을 지도하고 있는 교사와 광주광역시교육청 정보화 관련 장학사를 대상으로 설문 조사를 실시한 후 교육내용을 수정·보완 하였다.
여섯째, 개발된 컴퓨터 교육내용을 바탕으로 3단계 보충학습과정으로 단계별, 차시별로 교육내용을 구성하였다.
본 논문에서 개발된 다문화 가정 학생을 위한 컴퓨터 교육 내용을 통하여 보다 많은 다문화 가정 학생들이 지식정보화 사회에서 필요로 하는 기본적인정보 소양능력을 기르고, 이를 학습 활동과 일상생활에 적극적으로 활용할 수 있을 것이라 기대한다.

During the past Korean Society, we were based on pure Korean Dangun mythology. But In a recent society, foreigners population rate is overed 1 million people of the pure Korean population. And international marriage rates are becoming increased. It is placed 30 percent of the Korean total marriage rates. As the result, in the international married home, their children's education problems are appeared. So Multi-culture education problems are becoming very serious. Multi-culture family students are very difficult situation. Because their family's income level is very low. Moreover, their family is hard accustomed to Korean society, too. Like that reason, their family's environment will be poor and trouble. Also, in the school education aspects, they can't speak Korean fluently. So in the school life they have a difficulty in korean school culture and confliction. This matter is connected with information accessments and information using abilities. According to the National Human rights Organization's surveying if Multi-culture students have a computer or not, it effects important aspects. But almost Multi-culture students have no computer. In the school studying process, they had have information materials just only 16 percents, something like computer, TV, audio, and so on. Their using with like that materials rates are very low and rare for studying purpose. From like that reason, in the National Governments, they apply to the poor people levels. And they discount their using computer internet price, offer computers for free, the give a cyber studying chance for the more than any other normal persons. But it can't disappear because of their information gap's matters and aspects.
Recently, they shows in the Multi-culture student's basic learning and their studies. Moreover, it surveys in the Korean subject, Society subject, Music subject, Art subject, and so on.
In their korean school life, their basic study abilities are very low and they had trobles in the Korean culture. So we need reduce their culture gaps and we must help their adaptation to Korean culture. And we were placed like that orgarnizations, after school activities, Multi-culture students education programs on Saturday or vacation. Education programs are focused on reading, writing and the basic arithmetics, mainly. It consists of improving programs of their basic studying and experiencing programs of their Korean culture. Therefore, this thesis will be suggested education rasing for the Multi-culture basic information acquirements and abilities in the knowledge-information society as a Multi-culture students aspects. Through this way, also I would suggest computer education contents wholly as a additional process in the study activites and common life for the Multi-culture students education during the using after school or vacation activities with related school education situations.
Therefore, this thesis will be suggested computer education contents for the Multi-culture students.
As a result, in this thesis,
First, I would extract four education parts of the learning culture, speaking language, basic learning cyber study and morals with related preview thesis and studying of the schools with related the National Government parts of the Education-Science.
Second, I would extract basic education elements for the Multi-culture students. And then I would select 'learning culture with using computer', 'speaking language with using computer', 'learning cyber study', and 'cyber morals'.
Third, I would analysis elementary text book and computer text book, ict education rule in the step position with extracting basis education elements.
Fourth, I would conceive education contents with extracted computer education elements and then I would design developments of the education contents for the Multi-culture family students.
Fifth, I would test that developments of the computer education contents are right or not. Finally, I would complete having corrections and additions with related school teachers for Multi-culture students and superviors for the informationalization in Gwang-ju.
Sixth, I would consist of developments of the computer education contents in 3steps additional studying process with each period and each step.
In the thesis, I hope it will be offered their basic computer learning skills and improved their computer abilities in the computer information society and their common life in Korea through the computer education process for the Multi-culture students.
