척박한 자연환경 속에서도 우리나라가 오늘날의 경제발전을 이룩할 수 있었던 것은 1970년대의 중화학 인력양성과 1980년대 이후의 IT분야 인력양성의 성공적인 진행으로 적시에 핵심인력을 ... 척박한 자연환경 속에서도 우리나라가 오늘날의 경제발전을 이룩할 수 있었던 것은 1970년대의 중화학 인력양성과 1980년대 이후의 IT분야 인력양성의 성공적인 진행으로 적시에 핵심인력을 공급할 수 있었던 것이 주효했다. 그러나 21세기에 접어들면서 세계는 지식기반 사회로 전환되고 있으며, 바야흐로 새로운 시대에 부합하는 과학기술 기반의 고급두뇌 육성이 절실한 상황이다. 이런 가운데, 세계적으로 이공계 고급인력의 배출이 감소세이고, 특히 우리나라의 경우에는 생산가능 인구 증가율과 경제할동 인구 증가율이 모두 감소하는데다가 인구 고령화의 속도도 가장 빠를 뿐만 아니라 출산률은 오히려 하향하여 미래 핵심인재 확보가 더욱 어려운 현실이다. 이렇듯, 외국인 인재 유치의 필요성과 당위성이 부각되는 상황에서 교육과학기술부의 Study Korea 프로젝트를 위시로 한 국내 외국인 인재 유치 정책에 대하여 살펴봄과 동시에, 풀브라이트(Fulbright) 프로그램을 중심으로 하는 미국의 외국인 인재 유치 정책, 문부과학성 장학금을 중심으로 하는 일본의 외국인 인재 유치 정책, 그리고 인디버(Endeavour) 프로그램을 중심으로 하는 호주의 외국인 인재 유치정책을 해외 선진사례로서 실증분석해 보고, 국내외 외국인 인재 유치 정책에 있어 몇 가지 공통적인 전략 요소를 도출할 수 있었다. 국내외의 각 정책이나 프로그램은 모두 외국인 인재의 유치-생활지원-활용까지의 단계별 지원책을 포함하고 있으며, 이는 다시 재정지원, 법무지원, 사회․문화적 지원의 요소별로 분류하여 수렴해볼 수 있었다. 이에, 산발적으로 진행되는 국내 외국인 인재 유치 정책의 기준을 제시하고 보편적으로 활용될 수 있는 정책수립의 틀을 제시하기 위하여 세 가지 지원요소로 정리하여 FLS 조건을 제시하였다. 즉, 외국인 인재 유치 정책을 수립함에 있어 재정지원(Financial Support), 법무지원(Legal Support), 사회․문화적 지원(Social Support)의 세 조건을 충족시킴으로써 표준화된 정책 수립 모형을 유지할 수 있는 것이다. 또한, 그간의 국내 외국인 인재 유치 정책에서 간과되기 쉬웠던 외국인 인재 활용을 위한 틀을 제시하기 위하여 Brain Internalization Process를 소개하였다. 국내 기업의 수요에 맞는 외국인 인재의 양성과 외국인 인재의 친한화(親韓化) 및 지한화(知韓化)를 지향함으로써 미래 핵심 인재 확보라는 국가 전략의 성공적인 추진을 도모할 수 있을 것이다. 나아가, FLS조건과 Brain Internalization Process의 정책모형이 실효성(efficacy)과 활용성(applicability)을 확보할 수 있도록 시스템 사고법(Systems Thinking)을 적용하여 검증해 보았다. 정책모형을 둘러싼 모든 피드백 루프(feedback loop)를 인식함으로써 정책의 시행으로 발생할 수 있는 부작용을 최소화하고, 이를 위해 인과루프지도(causal loop diagram)를 활용하여 정책보완책을 모색하였다. 이러한 일련의 검증 작업으로 인해 정책 시행의 선순환 구조를 도모할 수 있을 것이다. 본 FLS 조건과 Brain Internalization Process를 활용함으로써 정부나 각 대학의 외국인 인재 유치정책이 하나의 통일된 틀 안에서 체계적으로 수립 및 추진될 수 있고, 결과적으로 우리나라의 외국인 인재 유치 정책이 일관되고 표준화된 형태를 형성함으로써 외국인 인재 유치 및 활용에 대한 국제 경쟁력을 제고 할 수 있기를 바란다.

A Study on the Policy Model for Securing Foreign Brains - focusing on the higher education - It is certain that the proper and timely suppliance of the labor force to the heavy chemical industry in 1970's and to the IT industry since 1980's took positive and major effect for Korea to achieve today's economic development out of its barren environment. The world economy, however, is being shifted to the knowledge-based society, hence, developing advanced brain with the scientific and technological background which fits the new era remains to be urgent and crucial. Amid this circumstances, the number of professionals in the science and engineering fields decreases all over the world. Especially in Korea, the declining rate of both the laborable and economically active population, aging of the population at the fastest level, and the declining birth rate make it tougher to secure the core brains of the future. Based on the understanding of all conditions which emphasizes the needs and necessity of securing foreign brains, I examined the 'Study Korea project' of the ministry of education, science, and technology including a couple of related programs in Korea. For the international comparison, I examined the Fulbright program of USA, several programs inclusive of the ICF(international Communications Foundation) of Japan and the Endeavor Awards of Australia. After speculation of all programs above, some common factors have been derived and every program appeared to have the support for each level of inducing, caring, and utilizing. And the means of support could be categorized into the financial, legal, and social aspects. Consequently, I could afford the FLS Conditions out of these aspects and this was to present a universal framework of policy-making which could be used and applied easily and generally regarding this matter instead of being case-by-case. In other words, we can keep a guideline of policy-making by satiating these three conditions, ie. financial support, legal support, and social support, when we think about inducing and securing foreign brains. Furthermore, the Brain Internalization Process is introduced to find out a way of making foreign brains contributable to our economy and this is meaningful as such effort used to be passed by. The national strategy, securing the core brains of the future, must be successful by pursuing industrial demand-oriented foreign brains as pro-Koreans, Lastly, a logical tool called Systems Thinking has been applied to the FLS Conditions and the Brain Internalization Process to assure the efficacy and applicability of the models. This is to minimize any de facto side effects by analyzing all 'feedback loops' stemming from the models. And the 'causal loop diagrams' have been utilized to come with the complementary measures. Such series of verification could convince the virtue of the models. Governments and universities can make use of the FLS Conditions and the Brain Internalization Process so the policies or plans about the foreign brains can be built in a uniformized and consistent framework.
