지난 2006년부터 범정부 차원에서 결혼이민자를 위한 정책을 본격적으로 추진하고, 법적·제도적 기반을 마련하였으나, 다문화가정 자녀 및 배우자 등 가족전체를 대상으로 한 정책이 부족하... 지난 2006년부터 범정부 차원에서 결혼이민자를 위한 정책을 본격적으로 추진하고, 법적·제도적 기반을 마련하였으나, 다문화가정 자녀 및 배우자 등 가족전체를 대상으로 한 정책이 부족하고, 다문화가정 지원을 위한 서비스 전달체계가 아직 분산적이고 단편적이어서 지역별, 서비스별로 사각지대가 상존하고 있다. 정부는 가족·사회의 안정적 토대 구축 및 글로벌 인재 육성이라는 적극적 미래발전전략 수립차원에서 정책을 추진할 필요가 있고, 가족전체를 대상으로 생애주기별 맞춤형 서비스를 제공하고 이를 위한 효율적 서비스 전달체계를 구축할 필요성이 있다. 이에 본 연구에서는 다문화가정에 대한 실태분석을 통해 문제점을 도출하고 이러한 분석결과를 토대로 다문화가정 안정을 위한 정부지원정책의 효율화 방안을 제시하고자 한다. . 본 연구에서는 수집된 자료를 분석하기 위하여 빈도분석을 하였으며, 인구통계학적 특성에 따른 차이를 분석하기 위하여 교차분석을 실시하였다. 연구결과의 문제점을 전제로 하여 다문화가정의 정부지원정책 효율화 방안을 제시하면 다음과 같다. 첫째, 사회적응 지원 체계에 있어서는 ①한국어 교육을 확대하여야 할 것이며, ②한국문화 습득을 위해서는 생활문화를 접할 수 있는 프로그램 위주로 문화교육을 시켜야 할 것이다. ③한국인도 결혼이민자의 다문화를 이해할 수 있는 교육에 참여토록 해야 할 것이다. 둘째, 가정생활 안정 지원 체계에 있어서, 임신·출산·양육 지원 체계로는 ①임신·출산경비 지원, 산모·신생아 도우미 서비스 지원이 내실있게 운영되어야 할 것이며, ②부모와 함께하는 프로그램 보급과 무상으로 보육료가 지원되어야 할 것이다. 자녀교육 지원 체계에 있어서는 ①취학 전 언어소통의 근본적인 문제 해결과 ②부모를 대상으로 하는 교육지원을 확대해야 하며, 방과후 다문화 프로그램 보급 및 아동복지교사를 파견하여 한국어 및 기초학력 향상에 도움을 주어야 할 것이다. 셋째, 경제안정 지원 체계에 있어서는 ①결혼이민자 거주지역별·출신국별, 취업형·창업형 자립모델을 개발하여 보급하여야 할 것이며, ②직업교육 강화를 위하여 정보화교육과 기술교육을 실시하여야 할 것이다.

However, the policy for the whole members of multi-cultural family including children and spouses is yet insufficient, the support service delivering system for multi-cultural family is still fragmented and dispersed, and there is dead zone by region and service. It is necessary for the government to promote policy on the level of positive future growth strategy to establish the ground of family and society and cultivate global talents, to present a tailored service by life cycle to the whole family and to establish an efficient service deliver system. Therefore, this study draw out problems by analysing the reality of multi-cultural family and based on the result of analysis, presented an efficient proposal of government supporting policy for multi-cultural family. This study conducted frequency analysis to analyze the collected data and crosstabulation analysis to analyze the difference according to demographic characteristics. With the problem of research result as preposition, following is the efficient proposal of government supporting policy for multi-cultural family. First, as for social adaptation support system ; ① Korean education should be expanded. ② For acquiring Korean culture, cultural education should be centered around the program in which living culture is available. ③ Koreans should also participate in the education to understand the multi-culture of those married immigrants. Second, as for pregnancy, delivery and rearing support system out of family life stabilization support system ; ① Support of pregnancy and delivery expenditure and maternity and newborn baby care service support should be operated. ② With-parents program should be supported and nursing fee should be exempted. As for children education support system, ① The problem of preschoolers' communication should fundamentally be solved. ② Educational support for parents should be expanded and after-school multi-cultural program and dispatch of infants welfare teachers should be conducted to help improve Korean and basic schooling. Lastly, as for economical stabilization support system, ① According to the residential area and nationality of married immigrants, independent model of employment-type and foundation-type should be developed and distributed. ② Informatization and technology education should be carried out to reinforce vocational education. ，韩语论文，韩语论文网站 |
