유휴공간을 문화공간으로 탈바꿈하기 위한 시도들이 국내외에서 시도되고 있으며, 다양한 종류의 문화공간 및 프로그램을 도입함으로써, 유휴공간을 지역의 랜드마크로 자리매김한 성공적... 유휴공간을 문화공간으로 탈바꿈하기 위한 시도들이 국내외에서 시도되고 있으며, 다양한 종류의 문화공간 및 프로그램을 도입함으로써, 유휴공간을 지역의 랜드마크로 자리매김한 성공적 사례를 찾을 수 있다. 급속한 산업화에 따라 발생한 산업시설은 화석연료의 과도한 의존으로 인해 자연의 훼손과 고갈로 이어졌으며, 이로 인해 점차 사양화 되었다. 뿐만 아니라, 산업화는 농촌인구의 도심 이동이 필연적으로 수반되었으며, 이로 인해 학교, 관공서, 광산, 창고 등도 폐쇄 되었다. 이와 같이, 산업시설의 사양화와 인구의 도심이동은 시설들의 원래 기능을 상실하는 원인이 되었으며 유휴공간으로 남게 된다. 부산 지역의 경우 현재에도 학교, 창고, 항만 등과 같은 유휴시설이 존재하며, 앞으로도 계속 발생할 것을 예상하고 있으나, 지자체 주도의 정책이나 계획은 부족한 실정이다. 본 연구에서는 부산의 유휴공간에 적합한 정책 및 활용방안을 제시하기 위해, 기존에 국내외에 유공간의 활용현황 및 문제점을 살펴보고 부산의 유휴공간을 중심으로 문화 예술 활성화를 위한 정책 및 현황에 대해 파악하였다. 또한, 부산의 지리적 환경적 특성에 적합한 문화공간 조성 모델을 제시하고 운영방안을 도출함으로써, 부산의 유휴공간의 변신이 지역 활성화를 견인할 수 있는 방안을 제시하였다. 본 연구에서 제시된 내용을 통해 유휴공간의 문화공간화를 위해 부산만의 특색을 돋보이게 할 수 있도록 구체적인 정책을 수립하고, 단기적 성과 및 평가를 배제한 지자체 차원에서의 지속적이고 체계화 된 지원이 있을 때 부산은 부산만의 색깔을 찾을 수 있을 것이며, 도시 경쟁력을 향상 시킬 수 있는 원동력이 될 수 있을 것이다.

By introducing various types of cultural spaces and programs, idle spaces are successfully turned into local landmarks. After rapid industrialization, many industrial facilities have developed. As a result, nature has been depleted and resources have been exhausted. In addition, it was inevitable there would be an influx of people from rural areas to urban neighborhoods. This whole change caused the closing of schools, government offices, mines and warehouses. Thus, the decline of industrial facilities and the urban migration of the population caused facilities to lose their original function and remain as idle spaces. In Busan, there are still schools, warehouses, and harbors which exist as a idle spaces and even more are expected to occur in the future, but there are insufficient local government policies and plans. In this study, I analyse the present situation and problems of the utilization of domestic space in order to suggest a policy and application plan suitable for the idle spaces in Busan. Moreover, I propose a cultural space creation model suitable for the geographical and environmental characteristics of Busan and a plan for the operation of Busan’s idle spaces. When the local government provides continuous systematic support instead of short-term performance and evaluation, it will establish a specific policy for enhancing the characteristics of Busan for the cultural use of idle spaces.
