The government recently has been closely paying attention to the happiness of the citizens and the development of culture under the concept of ‘culture flourishing’, one of the three major government projects. Along with the economic growth that brought much prosperity to people’s lives, more people also now express high regard to the quality of life. At the same time, the government and the local governments have changed, developed, and grew the cultural art in various ways to fulfill people’s needs. Due to such work of the government, various art communities have been able to provide a quality performance and even perform abroad. However, despite the development, most of the art community runs around the elite artists. It is also hard to deny that the art culture is only forming around the big cities where they have big cultural space towards certain class of people in the society. To solve this issue, the government has been trying to break the wall of the audiences so that the audiences are no longer just a regular consumer. They have been trying to find ways to more actively encourage cultural art among the people. A living culture activity refers to a type of cultural art where an individual can participate within the region he lives in, work, or school. This study examined the ways to make cultural art more active, socially integrative, and economically effective so that cultural art can flourish. This study specifically focused on the living culture and a living culture club such as a club that uses music and has similar concept as the one living culture holds. The concept and the background of practical music were examined and its function and problems were analyzed through the comparison of the case studies both nationally and internationally to provide the method to positively develop living culture. Korea’s cultural art has not been able to get away from the strict perspective that the original art holds. It is therefore, necessary that through the activation of a living culture that many people are able to see artistic activities as something that they can also be part of. It is necessary that there is a method to allow this to happen. The cultural policies of the government needs to change and improve the weak areas where it is not systematized and expand the changes as policies so that the communication between the local government and living culture groups can take place at ease to be able to effectively activate the cultural policies.
최근 정부는 핵심 3대 국정과제 중 하나인 문화융성이라는 개념으로 국민행복과 문화의 발전에 많은 관심을 가지고 있다. 또 사회적 경제성장과 맞물려 국민들의 생활여건이 향상되었고 삶... 최근 정부는 핵심 3대 국정과제 중 하나인 문화융성이라는 개념으로 국민행복과 문화의 발전에 많은 관심을 가지고 있다. 또 사회적 경제성장과 맞물려 국민들의 생활여건이 향상되었고 삶의 질에 대한 관심이 더욱더 높아지고 있다. 이와 동시에 정부와 지방자치단체의 정책들이 수요자에 즉 국민들의 요구에 부흥하는 여러 가지의 패러다임으로 문화예술이 발전하고 변화하고 성장하였다. 이러한 성과와 함께 예술단체들도 질 좋은 공연을 제작하여 해외 진출의 성과를 보이고 있는 등 우리나라의 문화예술은 양적으로도 질적으로도 발전을 거듭하고 있다. 하지만 이러한 발전에도 불구하고 아직도 문화예술 전반이 엘리트 예술가를 중심으로 문화예술이 주도 되고 있다. 또 대도시의 대형 문화 공간 위주로 일부 계층을 중심으로 향유되고 있음은 부정할 수 없는 현실이다. 그러나 최근 들어서는 계속된 정부의 정책과 노력으로 일반 대중들이 ‘관객’으로서 수동적이며 제한적이었던 ‘소비자’에서 벗어나, 문화예술을 좀 더 적극적인 방법으로 향유하기 위한 움직임이 많아지고 있다. 자신이 속한 지역, 직장, 학교, 동아리 등의 다양한 커뮤니티를 중심으로 일반인이 일상생활 속에서 참여하는 문화예술의 형태를 일컬어 생활문화 활동이라고 불리어지고 있다. 본 논문은 문화예술의 활성화, 사회 통합, 경제적 효용성 등의 순기능적 역할을 하는 생활문화의 발전을 휘한 방안을 연구하고자 한다. 특히 생활문화와 비슷한 개념을 가지고 있는 실용음악을 활용한 생활문화 동아리 중심으로 연구하고자 한다. 이를 위하여 실용음악, 생활음악에 대한 개념과 배경을 살펴보고 국내외 사례들과 현황을 파악하여 그 기능들과 문제점을 분석해서 생활문화가 긍정적으로 발전할 수 있도록 활성화 방안을 연구하였다. 우리나라의 문화예술은 아직 기존의 예술의 향유자 중심의 인식에서 벗어나고 있지 못하기 때문에 생활문화의 활성화로 국민 개개인이 일상생활 속에서 다양한 예술 활동을 하고 문화예술의 주체자가 될 수 있다는 사회적 인식의 변화가 필요하며 이것에 대한 방안이 마련되어져야 한다는 필요성이 대두되었다. 정부의 문화정책은 더욱더 효과적인 활성화를 위하여 체계화 되어있지 않은 열악한 부분들을 수정하고 보완하고 정책적으로 확립시켜서 정부, 지방자치단체, 생활문화단체들의 소통이 원활하게 이루어 져야 효과적인 결과를 얻을 수 있을 것이다. ，韩语论文网站，韩语论文 |
