근래 몇 년 동안 국내노동시장의 변화, 국제결혼과 외국인근로자 등의 유입으로 다문화가정이 증가함에 따라 초, 중, 고등학교에 진학하는 학령기의 자녀들도 급격한 증가추세를 보이고 있어 이들에 대한 학교 및 사회 적응을 위한 한국어 교육의 중요성이 부각되고 있다.
본 연구는 우리나라의 다문화가정 지원정책과 한국어교육 지원 실태를 살펴보고, 당진시에 거주하는 다문화가정 학부모와 중도입국 자녀를 포함한 초등학교 자녀들을 대상으로 다문화가정 이주여성의 일반적 특성과 자녀들의 한국어교육 실태와 개선요구 사항에 대해서 조사 했으며, 다문화가정 초등학생 자녀들을 대상으로는 일반적인 특성과 한국어교육에 대한 의견을 조사·분석한 후 개선방안을 제시하여 학교현장에서 효율적인 한국어교육을 위한 방향제시를 모색하고자 하였다.
우리나라의 다문화가족지원 정책은 여성가족부가 주관기관이 되어 다문화가족지원법 제3조3의 규정에 따라 여성가족부장관, 관계 중앙행정기관의 장과 시․도지사가 매년 다문화가족정책에 관한 기본계획 및 연도별 시행계획을 수립하여 광역 시도와 시군, 다문화가족지원센터를 중심으로 추진되고 있다.
정부의 다문화가족 지원은 다문화가정 자녀의 한국어 교육보다는 다문화가정과 결혼이주여성 위주로 사회적응을 위한 교육을 지원하고 있었으며, 교육지원청은 각 학교에서 다문화가정 자녀들에게 한국어교육이 아닌 학습을 중심으로 교육하고 있고, 결혼이주여성의 자녀와 외국인으로써 우리나라 취업에 따른 중도입국자녀에 대한 교육지원 프로그램은 많지 않아 이들에 대한 교육프로그램 개발지원이 시급한 실정에 있다.
다문화 가정의 학부모와 자녀들의 설문조사 분석 등을 통한 개선방안으로는 결혼이주여성의 자녀 및 취업입국자 자녀들을 위한 한국어교육 지원프로그램 개발보급, 중도입국자녀 한국어교육 전문교사 확보, 학교 내에 한국어교육 전문교사 및 교실확보, 학습프로그램 개발, 지자체의 한국어교육 프로그램 개발과 전문교육강사 채용, 다문화센터의 중도입국자녀들에 대한 자체 한국어교육 프로그램 개발운영 등을 통해 다문화가정의 자녀들에 대한 한국어 교육 등을 강화한다면 우리사회에 조기적응과 사회일원으로서의 역할을 기대할 수 있을 것이다.

In recent years, it is generally accepted that the importance of Korean language education for multicultural families is has being emphasized influenced by labor market change, international marriage and foreign workers.
This research, therefore, will explore the policy of multicultural family in Dangjin-city, South Korea. The specific objectives are three-fold: First, to explore characteristics of immigrant women and status of their children with regard to language support. Second, to provide a critical analysis of current conditions and review about education program from interracial elementary school students. Third, to suggest the means of policy to establish mission and vision for Korean language education.
The policy of multicultural family in South Korea has been in progress based on Support for Multicultural Family Act and Master Plan for Multicultural Family established by central governments such as Ministry of Gender Equality and Family. In reality, the policy and support programs have been implemented by local governments.
The policy has been focusing on some programs to help immigrant woman adjust to Korean society rather than their children learn Korean language. The office of education, in addition, has been emphasized on how to achieve learning ability. Therefore, It is urgent for immigrant-woman and guest-worker children to provide language support programs.
For addressing these problems, the government clearly has a role to play and should focus its support on some inputs to successful results: language support programs, specialized Korean language teachers in the school and the community center, recruitment of a professional workforce.
