It has been 10 years since the employment license system has taken effect which accepts foreign workers into the country. The degree of dependence on the foreign worker in the Korean manufacturing industry, farming industry and construction industry is gradually increasing. Yet, instead of seeing these workers through the perspective of being a part of Korean industrial society and fellow co-workers, there is an unchanged social perspective that sees them as outsiders that are here because of international agreement. Now is the time to create a soft-landing in Korea and to create future admirers of Korea by redefining perspectives on foreign workers that stay for a period of 4 years and 10 months in Korea, not to mention the ever growing numbers of re-entry foreign workers. From their first step in starting their lives in Korea practical Korean language education is a necessary part of reducing the culture gap they experience and in broadening their understanding.
Chapter 1 of this manuscript suggests the necessity of practical Korean education for the stabilization of foreign workers’ lives in Korea and for such workers to receive training to ensure they have fond memories of Korea after returning to their respective home countries by assessing foreign workers current social station in order to develop a practical Korean education textbook. And this chapter examines the serial study that has taken place until now through the analysis of theses about foreign workers. Chapter 2 presents the concepts and conditions of a practical Korean education textbook through the development process of a general Korean textbook and analyzed textbooks intended for foreign workers under the conditions of a practical Korean education textbook.
Dealing with the 2 types of textbooks that can be purchased on the market along with textbooks that are issued from institutions the differences were made clear that exist between Korean language used in academia with that of industrial workplaces. Also, content is introduced, by function, of the King Sejong Institute and the National Institute for International Education which could both form the criteria for practical Korean education and the reasons for doing so are given. Chapter 3 analyzed preliminary research on foreign workers and through that the results of a survey filled out by foreign workers for an outline program of instruction of a practical Korean education textbook. In particular, the preliminary study was conducted using survey items that were selected to understand the perspectives of foreign workers as not students but as people trying to get by using the language. Chapter 4 selected content on survival Korean education textbooks to overcome the sense of difference between Korean and foreign workers and for a more settled existence in Korea and consists of an outline program of instruction and units. To promote learning, it includes content that has everything related to the arrival, departure, and post-departure of a foreign worker to Korea and also includes content on subsequent re-entry and introductions of nearby places.
In Korea, where the prejudice of foreigners and 3D jobs still remain, foreign workers live with the hopes of the Korean Dream without understanding Korean culture which causes ongoing misunderstandings and social troubles for foreigners and Koreans alike. Language education is the most important element necessary for foreign workers to express their demands and resolve various problems that might surface. The importance of survival Korean education that can stabilize the foundation of living is always relevant, and due to Korean education, social foundations of support can increase after which I hope that various fields and social classes can be brought into one group of Korean education.

외국인 근로자를 받아들이는 고용허가제가 시행된 지 올해로 10년이 되었다. 현장에서 필요한 외국인 근로자에 대한 한국의 제조업과 농축산업 및 건설업 등의 의존도도 점점 높아지고 있다. 그러나 아직도 이들을 한국 산업사회의 한 축이며 동반자로 보는 시각보다는 그저 국가 간 협약에 의한 이방인으로만 보는 사회적 시각은 변하지 않았다. 4년 10개월이라는 기간을 한국에서 보내고, 재입국률도 점차 늘어나고 있는 외국인 근로자에 대한 시각을 재정립하고 한국에서의 연착륙과 미래의 친한파로 만들기 위한 움직임이 필요한 때이다. 그 첫걸음은 그들이 한국 생활을 시작하면서 겪게 될 문화의 차이를 줄이고 이해의 폭을 넓혀주는 것이며 그러기 위해서 생활한국어 교육이 필요하다.
본고에서는 외국인 근로자를 대상으로 하는 생활한국어 교재 개발을 연구하기 위하여 1장에서는 외국인 근로자의 현 사회적 위치를 통해 그들의 한국생활 안정화와 귀국 후의 친한파 양성을 위한 생활한국어의 필요성을 제안하였다. 그리고 외국인 근로자를 대상으로 하는 논문들의 분석을 통해 현재까지 이루어지고 있는 일련의 연구들을 짚어보았다. 2장에서는 일반한국어 교재의 개발과정을 통해 생활한국어 교재의 개념과 조건을 제시하고 생활한국어 교재의 조건으로 바라본 외국인 근로자 대상 교재를 분석하였다. 시중에서 구입할 수 있는 교재 2종과 기관에서 발행한 교재를 함께 다루어 교육계와 산업현장에서 다루는 한국어의 차이를 알 수 있도록 하였다. 또한 생활한국어로서의 기준이 될 수 있는 세종학당과 국립국제교류원의 기능별 내용을 소개하고 그 이유를 밝혔다. 3장에서는 생활한국어 교재의 교수요목을 위한 외국인 근로자 사전조사와 그를 통해 작성된 설문조사의 결과를 분석하였다. 특히 외국인 근로자를 학습자가 아닌 생활인으로서의 입장을 알기 위하여 사전 조사를 하여 설문조사 항목을 선정하였다. 4장에서는 한국인과 외국인 근로자 간의 이질감 극복 및 한국 생활 정착을 위한 생활 한국어 교재의 내용을 선정하여 교수요목과 교재의 단원을 구성하였다. 외국인 근로자의 한국 입국부터, 출국, 출국 이후까지 모두 다루어 추후의 재입국이나 주변인 소개 등까지 학습이 되도록 구성하였다.
외국인과 3D 업종에 대한 편견이 남아있는 한국에서 한국문화에 대한 이해없이 코리안 드림만으로 살아가는 것은 그들에게도 그리고 한국인에게도 끊임없는 오해와 사회적 갈등을 야기할 뿐이다. 외국인 근로자들이 자신들의 요구를 표현하며 다양한 문제들을 해소하기 위한 가장 필요한 것은 바로 언어교육이다. 생활의 기반을 안정화시켜줄 생활한국어 교육의 중요성이 지속적으로 이어지고 그로 인한 사회적 지지기반이 늘어나 다양한 분야와 계층을 아우르는 한국어 교육의 한 집단으로 자리 잡기 바란다.
