This study started with the argument for the necessity of culture education in Korean education. Culture education is necessary in Korean education, and teaching materials are needed for culture education. The purpose of this study is to develop a new cultural teaching material which connects learning with experience for effective Korean culture education. Various media could be used in developing a teaching material, but this study used traditional fairy tales which have educationally great values.
Currently, culture education in most Korean education institutes isn't properly implemented, and an experience activity is substituting for it each term. As an item of importance for the certificate of TOPIK, education which focuses on four domains; speaking, listening, writing and reading, is being implemented, and culture education that requires a long-term investment, isn't appropriate for the present educational circumstances. Therefore, this study suggested development plans of a cultural teaching material to learn culture in a short time without burdens and to connect it with experience activities.
In chapter 2, the need for culture education and cultural contents were examined. Here, items to maximize learning effect through direct experience were included in cultural contents, because the study site should be linked with the experience site in culture education. Moreover, this study claimed that traditional fairy tales have to be used for a newly developed cultural textbook, after considering characteristics and educational values of traditional fairy tales.
In chapter 3, cultural textbooks which have been published, were analyzed. Here, this study explored how cultural textbooks used traditional fairy tales, how they were organized and whether they were helpful in language learning and cultural learning with ties to four domains and then, identified strong points and weak points of individual textbooks. The present cultural teaching materials introduce culture in diverse cultural items, however, some of them do not include four domains evenly and in particular, there has been no teaching material linked with the study site. Hereupon, this study argued the need for a new cultural textbook.
In chapter 4, prior to the development of a cultural textbook using traditional fairy tales, this study explained how to choose traditional fairy tales and how to reorganize them. Here, traditional fairy tales containing cultural contents mentioned in chapter 2, were chosen, and reorganization plans appropriate for levels of learners were proposed.
In chapter 5, development plans of a new cultural textbook which links learning with experience, were suggested using the reorganized traditional fairy tales, and a new textbook was composed, based on the development plans.
This research has significance by analyzing cultural teaching materials for culture education, and seeking development schemes for better teaching materials. As one of the plans, this study stressed and proposed culture education which the study site is linked with the experience site. However, the limitation of this study is that it wasn't applied to the actual study site.
In conclusion, more researchers would need to be interested in culture education, conduct more studies and develop lots of teaching materials for effective culture education, in future.

본고는 한국어 교육에서 문화 교육이 필요함을 주장하며 출발하였다. 한국어 교육에서 문화 교육이 필요하며, 문화 교육을 위해서는 교재가 필요하다. 한국어 교육에서 효과적인 문화 교육을 위해 학습과 체험이 연계되어 이루어질 수 있는 새로운 문화 교재를 개발하는 데 목적이 있다. 교재 개발을 위해서는 다양한 매체를 활용할 수 있지만 전래동화가 교육적 가치가 훌륭하다고 판단되어 전래동화를 활용하였다.
현재 한국어 교육기관에서는 문화 교육이 대부분 이루어지지 않고 한 학기에 한번 정도의 체험활동으로 진행되고 있다. TOPIK자격증의 중요성으로 말하기, 듣기, 쓰기, 읽기 4가지 영역 위주의 교육이 진행되고 있기 때문에 장시간 투자하는 문화 교육은 현재의 교육실정에 알맞지 않기 때문에 부담 없이 적은 시간에 문화를 학습하고 체험과 연계될 수 있도록 문화 교재의 개발 방안을 제안하였다.
2장에서는 문화 교육의 필요성과 내용에 대해 살펴보았다. 문화 교육이 수업현장과 체험현장이 연계되어야 하기 때문에 문화 내용에 직접체험을 통해 학습효과를 극대화할 수 있는 항목도 포함시켰다. 또한 새로운 교재를 개발하는 데 활용할 전래동화의 특성과 교육적 가치를 살펴 새로 개발될 문화 교재에 전래동화가 사용되어야 함을 주장하였다.
3장에서는 기존에 출판된 문화 교재를 분석하였다. 문화 교재들이 전래동화를 활용하고 있는지, 구성은 어떻게 되었는지, 4가지 영역과 연계가 되어 언어학습과 문화학습에 도움을 주고 있는지 살펴보고 장점과 단점을 파악하였다. 현재 출판되어 있는 문화 교재는 다양한 문화항목으로 문화를 소개하고 있고, 4가지 영역이 골고루 이루어진 교재가 없기도 하였으며, 특히 현장과 연계된 교재가 없었기에 새로운 문화 교재 개발이 필요함을 주장하였다.
4장에서는 전래동화를 활용하여 문화 교재를 개발하기에 앞서 전래동화의 선정과 재구성방안에 대하여 이야기하였다. 2장에서 제시된 문화 교육 내용이 포함된 전래동화를 선정하였고, 학습자의 수준에 맞는 재구성 방안을 제안하여 선정된 전래동화를 학습자의 수준에 맞게 재구성하였다.
5장에서는 재구성된 전래동화를 활용하여 학습과 체험이 연계된 새로운 문화 교재 개발 방안을 제시하며 개발 방안에 맞게 새로운 교재를 구성하였다.
본고는 문화 교육을 위해 문화 교재를 분석하였다는 데 의의가 있고 더 나은 교재를 개발하기 위한 방안을 모색하였다. 그 방안으로 수업현장과 체험현장이 연계되어 문화 교육이 필요함을 강조하며 교재를 개발하는 방안을 제시하였다. 그러나 실제 수업현장에서 활용해 보지 못했다는 한계가 있다.
앞으로 많은 연구자들이 문화 교육에 관심을 가지며 효과적인 문화 교육이 이루어질 수 있는 연구와 교재가 더욱 많이 개발되기를 기대한다.
